Here is part 1 and 2 of the January 24, 2011, meeting of the council.
I have had 3 failure's on the upload at the end of part 3.
Google is going over the error codes to determine the problem.
Right now, my computer has been tied up, uploading this last part for 4 days.
Part's 1 and 2, took 2 days.
The only time I have been able to get on the Internet, is between these error breaks.
Right now, I am behind on some obligations and need my Internet, for a few days.
I am working on the problem, as well as getting software to compress these videos to smaller files, yet keep the quality.
This will speed up the upload time.
I am working on correcting these issues, so I can provide these meetings on line, as fast as I can.
So for now, here are part's one and two of that meeting.

Has a local citizen lost his mind? Mr. Brostoff must have attended the Council Meeting in an altered state. The Council was not asking Chief Pricher for anything new. The parameters suggested by the Chief himself were set up in order to be able to afford another paramedic. It is disingenuous to compare fiscal responsibility to avarice:

(Monday) at the Cascade Locks council meeting five members of the council including the mayor raked the fire chief over the coals for nearly an hour because he wasn't able to show a profit in the operation of emergency services. I didn't even realize that fire and ambulance was a profit center and should be operated as a business. I always thought that police, fire and ambulance were there to protect and serve, not to make money for the town with the exception of speed traps.
I can't ever remember seeing such a disgusting display of avarice and greed. At least two members of the council are involved in tourism businesses, tourism invites people out to the Gorge to enjoy the sights and activities and spend money.
Now we know that when you're coming out here on I-84 you need to bring your insurance certificates and credit card, because our council wants to be able to bill the appropriate agencies so they can make money from your emergency.
Inviting tourists and not being prepared to willingly help them with or without making money when they are lost or hurt on trails or have an accident on the highway is irresponsible and callous. Does our council think that the police should only respond to calls when the party in need has a credit card ready? Should 9-1-1 check before sending the proper agency? I think the 5 members who were involved show a lack of knowledge of what governments function is and what it does.
Government is there to protect and provide for the common good, not make money from wrecks and carnage on the highway. So remember as you travel from Pendleton, The Dalles, Hood River, Portland and other points, the Cascade Locks City Council is there to help and protect you, as long as you have a credit card or proof of insurance.

It is also ridiculous to continue airing his discontent with such florid language and to use the HR News to call out other citizens. Want to call me out next Mr. Brostoff?
Here, we see that our emergency services department, is in financial trouble.
There is more debt, that revenue.
Regardless of the statement, in the letters to the editor, this is a business.
The day we incorporated our City, by "Charter", and/or "Articles of Incorporation", we became a business.
So putting aside all personal feelings.
Tell me, from a business perspective, what you would do, to bring this department's books, from the red, back into the black.

I'm pretty sure every other city you mentioned charges for everyone of those services you mentioned, but yes, most of those departments are also running at a loss.
The average cost billed to medicare for an ambulance is $1000 times that by at least 50 rides to HR a year.. there's an easy way to make profit here.

Mr. Pricher was questioned about the misleading and intentionally inaccurate information he provided via his memorandum and during his verbal presentation.
Mr. Pricher was questioned about his derelictions of duty, 1. Failure to provide a quarterly per the direction of council. 2. Failure to protect financial interests of Cascade Locks and its Fire Department by not billing for services provided for over 6 months, not just once, but year after year after year. 3. Failure to operate within the parameters of Oregon Budget law, time and time again.
A profit is when you get more back than what you invested. We "invest" over $100,000 per year in the Fire Department. We get $0.00 back from the Fire Department. We are not making a profit on the Fire Department. Even though we own the vehicles and pay all the salaries, we still get charged if we need a ride to the hospital or a fire put out.
The truth is the tourists and people who live outside the city limits profit the most from our investment. They don't pay a dime for all the staff, equipment and buildings waiting to spring into action to rescue them in their time of need. While these rescues are going on the equipment and staff we invest in every month could be 30 minutes down the freeway, not the best situation should you need to use the service you invest in here in Cascade Locks.
We pay for the Fire Department when we don't don't call for help, we pay for it a second time should we need to call for help. We are not profiting on the Fire Department.
Nestle will probably have to provide it's own fire protection at the rate we are going. Would you want to trust your multi-million dollar facility in the hands of a financially drowning fire department. We could be back in the black with the fire department, but we have a lot of elderly citizens here and we cannot blame our fire department for doing there responsibility and then the city having to write it off because of medicare, how is that the departments fault? I just don't understand why you are scapegoating everything on to the fire department, writing something off to medicare or to the state is not there fault, every other city must do the same thing, but other cities make up for it in other services, we have no other services because the younger generation do not use there services very often. It's usually faster just to drive yourself to HR anyways.
