Who did negotiate?

This is a separation agreement dated December 27, 2010.
Which led to another separation agreement passed on that very day of, December 27, 2010.
Well I got a reply from the City Attorney which states, he did not negotiate with Bernard.
Then to read this weekends Hood River News, we learn that this has been going on since early December.
So who did negotiate?
Read this agreement and tell me what you think.

Speaking of last "F" yous, I would like to suggest that the Planning Commission meeting this coming Thursday be postponed until we can ensure proper preparation of the TSP.

I base this request not on the lovely, happy-to-work-with-you resignation sent out by John Morgan, but on the Jan. 5th email sent out to his partners in the adoption of the IAMP, including ODOT, ITE, HDR, the Warm Springs Tribe and Chuck Daughty of the Port. In this missive, John shows criticism of our late election, insults one unnamed citizen recently appointed to our Planning Commission - obviously Larry Cramblett. He mentions political manipulation of process, a prejudicial mindset plus an ongoing and devious attempt to assist proponents of the plan in their advocacy. All very good reasons to not let this happen. Haven't we had enough of these machinations by outsiders?

Please contact Bob Walker and other Planning Commissioners and express your reservations about this upcoming consideration.

I am struggling to understand the reason for this particular BLOG. My confusion comes from the many inappropriate words or at least the illusion of inappropriate words which are regularly used by various bloggers. I have a hard time taking seriously anyone who cannot find the words to express themselves which do not include distasteful, inappropriate, and immature language. Through this blog I have read about neighbor insulting neighbor for having a difference of opinion. It is bad enough the name calling but I actually read much to my horror a very cruel comment concerning a residents heath it was so inappropriate I could not believe my eyes.
I have witnessed unbelievable screaming from citizens insulting the council and former Mayor during council meetings. This type of behavior would never be acceptable in any other cities council meetings. These are not citizens attempting to make passionate statements concerning something they believe in and wish to be heard. They are personal attacks highly inappropriate. I don’t suspect the new Mayor will receive any better treatment nor will the council. There was a comment from a blogger about outsiders as if this is a bad thing, what does that even mean? None of us is an outsider we are all Americans we all have a right to our own opinion we all have the right to work toward making our home a safe and a productive place to raise our children or retire. Cascade Locks does not belong to the most vocal residence it belongs to us all. Sadly I would love to be more involved in this community after all this is my home, however I would be one of those“outsiders” and frankly I am afraid of the handful of bullies who may decide to pick on me.

Meaning is only one function of words. Words, and communication, are affective; they effect people's emotions. A well placed "f*ck," an aptly turned "asshole," can resonate in people's minds, hearts, and bodies and move them, persuade them. Cursing—and cursing well—is effective; it wakes the listener up. Cursing affords me the opportunity to seize their attention, if only for a moment.

My particular frustration and voice raising comes from 1) caring deeply about my chosen hometown and 2) assiduously following the rules, then 3) having someone who feels those same rules do not apply to them.

Rules are set up by the Council as to when and how we may address issues and then being not allowed or worse, interrupted by a junior Mayor who thinks that he can use up my miserly 5 minutes contradicting me.
I cannot speak for for others is town, but I have spoken to many people who all share the same frustration right now. Things are being done or not done in our names without due process. Budgets have been manipulated, spending has been concealed and indebtedness increased substantially without our knowledge. We elect our City Council to speak for us, and yet, every term someone begins to think we elected them to do what they want. That's a vast and disturbing difference.

Do you honestly feel that threatened by language and yet not by the situation? To me, outsider w/in this context of the IAMP, is someone who does not live here, not someone just hired to work here who is paid from other sources.

I wonder if you would feel the same if someone were using this language toward you or someone you love in person rather than hiding behind a blog? It is entirely possible that you are OK with this kind of behavior. However I can not for the life of me figure out how this is helpful to our community. I work outside of Cascade Locks and have opinions concerning my place of employment I have opinions and concerns for my state for my country. I don’t have to live and work in the same town to be included in discussions. Each of us has a particular talent and if an “outsider” can contribute to a debate with their particular talents and knowledge why would we not welcome that?
I am not afraid of words I am afraid of is a small vocal group using anger and righteousness to speak for all.

Well, douglas, to start with there is no blog hiding here, I signed my real name -last name included- to the blog. Secondly, I worked in law enforcement settings for years and have been called every name in the book. One man actually hit me with his car as I was writing a parking ticket. I am someone who is considered an outsider because I came here only 4 years ago, yet I own property here, I vote, ran for City Council and am involved with the food bank. I pretty much don't let what people think affect my ethical construct.
I've spent too many years, experiences and brain cells developing it.

Not one of those contacts I mention from the email above can be considered a citizen. Our previous council completely ignored the vote and opinions of the Planning Commission, which is made of our citizens. I strongly feel that we can hire companies or contractors to assist Cascade Locks in its fact-finding, planning and design processes yet we, the citizens, who foot the bill should have the final say. And I shall counter with Rabbi Abraham Joshua Heschel said, "In a free society, some are guilty but all are responsible." (enjoying this discussion, BTW)

I do not wish to have to last word so I will leave it with this, inviting you to respond. I am sadden for all the missed opportunities we as a beautiful small and potentially economically sound town have missed. I am sadden we have had the opportunity to teach our young to be interested and take part in our local politics. To become enthusiastic debaters’ to learn to win some and loose some. We have let that teaching moment slip away. Instead what they have seen is screaming and curse words at a public meeting directed toward authority. Which in turn raises up people who believe it is all right to hit an officer of the law with their car. I am sadden that we have missed many opportunities to have our citizens feel comfortable going to a city council meeting without the cursing and angry which plays out in my opinion at every meeting. I am saddened that we have not provided a space for our senior citizens to meet and have the opportunity to be comfortable and give us the added grace of their knowledge. I really cannot get on board with your evaluation of our City Government. I have seen no evidence of as you say “Budgets have been manipulated, spending has been concealed and indebtedness increased substantially without our knowledge.” Nothing I have read in the Newspaper nothing I have seen on this Blog and nothing I have heard at council has proven this to me. Instead of all this in fighting why not a begin to plan for the inevitable growth. If you don’t have an innovative plan our town will have many more disasters like the unfortunate real estate developments.

Please note my comments are not directly pointed toward you. More toward the many comments made on this site which have disturbed me. I am aware you use your first and last name as you have clearly pointed out, you do not let what people think affect your ethical construct. I feel rather certain our ethical compass would not closely match.
None of us can possibly know what is in the mind and heart of another. I am certain there were many good people on council last year and I am certain the past Mayor is far from evil and does not deserve such crude comments as I have seen on this blog. I am also certain the new Mayor has run so he may serve his town and I hope he will be given the opportunity to do so without the name calling and gossip not afforded his predecessor.

douglas, nice comments, but I was hit back in 1979... not exactly relevant to today's youth. I mentioned it to point out that an occasional f*ck you doesn't bother me. Deliberately aiming a Mercedes at my butt was out of hand but understandable as the man had issues with uniforms and his wife's death.

I think you are wrong about our compasses but I do tend to be a deliberate cynic. Your innovative plan is something I have wanted us to do for awhile. I feel that we can do anything we want in this town, that waiting for a casino or water bottling plant or another big project is obviously not working. But we do need to heal the breach that has lasted over a decade and cost us so much wasted time, money and energy. Good evening to you and I hope to debate with you again.

I a pretty sure outsider would be defined as someone who lives and works outside of this city, but outsiders can come enjoy the scenery here all they want and if they want to voice there opinion in how they want the city run and/or to look then so be it. It's everyone's first amendment right to speak how and when they want. As for the language, again free speech and most people really don't understand the point coming across to them until u start using some offensive language. because once you offend someone, they automatically pay attention to you, for the sake of revenge or recourse or whatever purpose they intend. I have know problem with language like that, I worked in a machine shop in southern California and shop language is some of the foulest around. This blog is from a citizen of this city, most people on here are residents of this city and/or work here. We can and will say whatever is to our and the creators liking. If he doesn't want it on here he can simply hit the delete comment button. I have enjoyed everyone's opinion on here and believe this has gone pretty far to uncover some pretty well hidden voices in this town. and some well opinionated ones at that. and the whole reason of this blog was to uncover some of the problems within the cities infrastructure and resources and how it is run. Which is soon going to change thanks to the voters which were obviously paying enough attention whether they appeared at council meetings or not. If you believe this town does not need change then you have not paid attention to any census figures for this town. It hasn't made an increase in population in 30 years. what was once a booming town with over 50 business permits now has 10 at best. And if you want I can name all of the business permit holders for you. This town needs change and needs it fast if we ever want to see a high school here again.

Section 11. COMPENSATION OF COUNCIL AND OFFICIALS. The compensation for each official shall be set by the Council. Members of the Council shall not receive compensation unless five lay members of the Budget Committee approve, by vote, such compensation.



Can anyone tell me what the compensation is for the city council? i Have found the Mayor's salary through public record's, but could not get this from the city recorder. anyone?
