How can you argue that this was not a budget meeting?
Here is your agenda.
1. Call to Order.
2. Public to Present Ideas and Priorities
for 2012/2013 Budget.
3. Boards and Commissions to Present Ideas
and Priorities for 2012/2013 Budget.
4. Staff to Present Ideas and Priorities
for 2012/2013 Budget.
5. Develop a List of Proposed Budget
Priorities for Adoption.
6. Adjournment.
Every item was about the budget.
This was not only a budget meeting by legal definition, every agenda item was also the legal definition of budget meeting topics.
But where were the equal number of citizen's of the budget committee
required by law and the legal quorum of a budget committee of 14 members as
also required by law?
Or was censorship of the public side of the
budget committee a part of having it all worked out as you spouted in your
recall efforts?
But you clowns just ignored Oregon’s Local Budget Law.
(You’ll find them in Chapter 294 of the Oregon Revised
Statutes and chapter 150 of the Oregon Administrative Rules.) These law’s do two
important things:
1. They establish standard procedures for preparing,
presenting, and administering the budget.
2. They require citizen involvement in the preparation
of the budget and public disclosure of the budget before its formal adoption.
Now you can explain to the State along with the citizens why
you failed to abide by the laws of our state and censored the budget committee.

Oh when you watch the video in a couple of days you are going to love hearing the morons talk about raising the rates without even having done a rate study yet.
Oh and let's not forget that they cannot seem to find the money they blamed the recalled council for not using.
