The citizens of this city in which I reside are particularly
steadfast upon the subject of public debt and taxation as we just let it be
known to all....
We have been taxed, and re-taxed and over-taxed. We have been
billed with unlawful taxation and taking year after year....
So new council, I
ask now, that debt contracts, misappropriation of funds, and money-squandering
may forever be put an end to. That the whole system may be dug up by the roots
and no single sprout ever be permitted to be hung up around the necks of the
people of this city again....
Leave no sprout to germinate into plunder laws and unlawful
taxation and corruption again....
Secure our public treasury against all such
drains, burdens, waste, fraud, and plundering systems and put a stop to this
loaning of our credit outside your jurisdictional boundaries....
Then and only
then we can at least rest secure in the present and future of yours and ours,
and as if there was a good time coming, when our taxes would be lessened, our
rates in line with our neighbors we would become a city with a government to be proud and respectful of....
Further make economic growth and development a main priority
for the wellbeing and positive outlook of our future survival. So we can finally
be relieved of the intolerable debt, unlawful rates and taxation and/or threat
of which now hangs upon us all….
Those which just fell learned that a democracy true to its form
cannot be separated from the processes of popular control inherent in
democratic politics within a republic. That the people by our popular vote and initiative
powers held by the people will insure political responsibility against all
forms of corruption….

Tom did say that he would get rid of the illegal fee increase. In order to hire these two full time positions I believe that two other positions will have to go in order to come up with funds. The wage increase and the continued health care of the most expensive plan will lead to less employees on the city's payroll. Something has to give, you can't keep spending until we're broke.

Thank you. I am still pissed off from what I witnessed last night and I am in a lot of pain and dropping endorphins even now as the door to city hall almost took me out before the meeting.

I have already taken this plan to Paul. So Paul and the Columbia Gorge Commission have already set up a meeting to talk about whose jurisdictional responsibility it is, to ensure the safety of the Gorge outside the jurisdictional boundaries.

First off you need to separate all actions and determine what violated an unlawful action. So let me tell you how I see it.
Let’s start with the fire suppression fees.
That is a direct violation of our charter. Right to vote-violated. Right to participate (in the vote)-violated.
Now the 2% and the original 5% payment in lieu of tax now that will not be a violation until they include that into our rates.
The question is just how long can our utilities and their infrastructures, take these kinds of losses.
Now the day the city puts those percentages they have been taking into the rates, then it not only violates our charter. It will violate state law and federal law as well.
Go back to Bernard telling Tom that; oh we can take this money and not have to put it into the rates.
Oh really now?
Looking at our sewer and water funds in the quarterly report, it looks to me like they need that money back.
This is what happens, when people who do not know what they are talking about and do not understand business, yet just take an action before measuring and determining the risks.
Now we have to clean up his and those on these council’s messes.
But the city has a dilemma.
First of all when the city adopted the fire suppression fee as well as the rainbow (2 year) 2% payment in lieu of theft from out enterprise utility funds they made a big mistake.
They put the language of EMS into the language of those fire suppression taxes and payments in lieu of taxes.
When they did that they in effect gave every citizen or any person in our city limits free ambulance and emergency services.
We are all paying for it in advance so those with ambulance insurance put that away. It’s already paid for and they take the money to pay for it every month.
I separate all this out and give them a check for the actual rate charge and a separate one with a memo saying I already have EMS insurance and protest.
They keep cashing it so I have a guaranteed free ride when I need it.
You all need to do the same.
This is a fine example of not measuring the risks in business when you take any action.
So what I going to happen when everyone starts using this new insurance plan the city forced us into buying?
So to answer your question about Tom’s statement from my point of view?
Well if the new council takes the fire suppression fee and repeals it, then the council cleans up that unlawful action.
That leaves them with the payment in lieu of issue.
This new council is going to have to measure the risks.
They are going to have to separate each utility being plundered from these utterly stupid business decisions.
Then they are going to have to measure the risks and needs of every infrastructure of every utility.
They are going to have to know which utilities urgently need to have that 7% of gross revenues taken from it back to ensure the health and safety of each utility.
Then the utilities not in an emergency state of decline, they are going to have to determine the future risks. How long can the utility and infrastructure lose this 7% revenue before they start failing.
Now because they cannot just go out and raise rates to continue taking from the utilities as the city got the message from the people in this election, the city is going to have to wean the city from the use of those payments in lieu of taxes on the utilities.
Yet that is not the end of it.
Now the general fund is going to have to pay for all employee time to gather the data needed to do each and every individual risk assessment before council can do anything.
That is because the city cannot use personnel or materials line items of the utility budget to pay for all the work needed to gather the date needed.
It was not the utilities that invited the city to steal this money from them.
Therefore the general fund must pay for all the employee time along with materials this extensive process is going to take.

This self appointed council has a history of dishonesty, cronyism, illegal meetings and back room dealing. Their legacy will cost the taxpayers millions. We will be saddled with their unpaid debt, fatuous business plans, self serving legislation, do nothing jobs and payoffs for supporting their fanatical need for power over their neighbors for decades to come.
This is in addition to their COMPLETE failure to protect the city, the one thing they insisted they were the only citizens qualified to do. Our crumbling infrastructure, skyrocketing benefit and retirement costs coupled with the indolent attitude and politicalization of many on city staff leaves the rest of us to pick up the pieces.
With all the damage they have already done, it scares me that they still have the authority to screw us even more over the next 5 weeks.
