asking for reporters.

So does anyone on this blog wish to report on who this
P.O. Box and phone number, found in public, who’s who, records belongs to? If
so report on it please. We all have a right to know who is behind this propaganda

Well, they may be censoring their web sites but not this blog. It is really amazing that in a small town, like Cascade Locks, there is so much mud slinging by those running for Mayor and Council. They were not elected in the first place except for Tom Cramblet. These are not paid positions so they must be after power. That is pitiful. Their accusations are downright vicious and malicious. They have changed the facts to suit themselves and their agenda. No surprise there as that is what they did to get the past Council recalled by using the same tactics. They claim anyone who supports a balanced budget is against the Fire/EMS Dept. What does one have to do with the other? Unless, you do as they did & take funds out of all of the utilities leaving nothing for repairs that are badly needed to fund one dept. They have left the town with bare bones, so there is no budget and the town goes broke. But wait, they want to raise taxes and fees to cover
their mistakes. Just remember that if the town goes bankrupt the taxpayers are liable. I wonder how long it would take them to abandon ship.
They set dates for these candidates meetings & other meetings, not knowing or without asking if all parties were available & then print lies that they did not care enough to show up. Some of their meetings do not have agendas posted or minutes taken or printed. It is nice to have skewed facts. (not) They will be exposed for their dirty dealings. Wake up people & realize they are all alike – birds of a feather – dishonest.
I have to say that I really do think that the community is on to Lance's lies and deceit. I have been on the Budget Committee for two years with Lance and the first year he voted against making reductions to the budget. Many funds were reduced in order to payoff city debt. He just kept saying that we didn't have any budget issues everything was balanced. Yeah, balanced with over projected revenues which Rich Carson suggested that the budget committee reduce to a more realistic number. Sandy King from the Department of Revenue also wrote a letter and is in the budget documents telling the city budget committee to reduce expenditures in the fire/ems dept. and continue to scrutinize that fund, this letter is also in the city documents. The City pays tens of thousands of dollars to the auditor and he also gave a report that the fire/ems dept. was crippling the rest of the city's funds. Now Lance and his cronies ignored all of that and lied about the last council to have them recalled. Now the very next budget year it would seem that "hey everybody we have a budget crisis" and need to raise fees and fire surcharge fees against our charter and without a vote of the people. Arnie Kononen accused George Fischer of having the auditor cook the books to not show property tax revenue to the fire dept. to make it look as if the expenses were higher. Arnie said in the blog that that alone was enough to recall George. However, this year when Helfrich questioned the auditor about not showing the property tax as a revenue stream the auditor explained that he did not show it on purpose because it is not a revenue stream to the fire dept. it is deposited into the General Fund and then transferred to the fire dept. by council. Gee I guess Arnie was WRONG! Oh, and Lance, just so you know, the CA says that 42% of our property taxes are transferred to the fire dept.
Let's not forget either that Lance calls himself an elected official when writing letters to the Editor but we all know that he was appointed by his buddies that he first appointed to council. We also now know that he lied to the staff in order to keep Tom from having a say in appointing anyone. Oh what a tangled web we weave when at first we must deceive. Oh and someone needs to teach Helfrich's wife some manners, it doesn't look good on the city council when the wife of a council person is flipping off people in town.
I know who is writing the lies in the new blog that Cody is talking about. I think you will figure it out for yourselves when the gardening articles start to appear. The first article should be entitled "Gardening by the light of the moon" by stealing plants from other citizens yards! Guess Who! Another good one is "How to expand your yard with the help of city volunteers and not have to pay a penney for it".

What this appointed council did was took a city service a step further.
They included EMS services into the fire suppression fees language as well as are taking from the payment in lieu of tax in new EMS legislative language and are paying it into the EMS fund.
So guess what happens when people pay for a service (EMS) in advance?
The city can no longer bill us for the service.
We have already paid for it.
So can anyone tell me how they are going to pay for this pre-paid insurance ambulance plan they forced us into buying?
Not to mention if the electrical measure passes, how they are going to pay for the citizens of Dodson/Warrendale pre-paid ambulance rides now?
Just like the city cannot bill us to put out a fire as we pay for the service already. Now they can no longer charge us for ambulance rides now.
Not a very smart move I would say.

Cody, These self appointed councilors and appointed Mayor honestly think they are above the law. In their minds they can do whatever they want, and they have. It is so infuriating to us because we believe in the justice system and the laws and we believe that they were put in place to protect us, the citizens, the voters, the consumers, the community. When those who take an oath to uphold the law and our City Charter disregard the rights of others and their right to the democratic process there is only one thing left to do and that is to get them off of Council. There will never be outside organizations to help us, we have to help ourselves. Keep talking to your friends and neighbors and exposing these frauds for what they are. We can only do so much and eventually their own actions will catch up to them. You can call it Karma or God's intervention but eventually they will pay for their lies, deceit and manipulative tactics. Even if they win the election, eventually they will all lose. Especially Helfrich's wife flipping off families driving down the road with small children in the car. They are already losers.

To be fair, I don't like blaming Jeff Helfrich for his wife's bad behavior. But you are so correct with the thinking they are above the laws. He has his own shit I don't like much, like being one of the speakers at the 5-Alarmer meeting. I am staggered to think she is a Naturopath, though. I wouldn't call her a credit to her profession with that attitude.
The other thing that bothers me a lot is that I did not receive one of those three flyers. I don't like that Debora Lorang with her extreme behavior towards anyone who does not have the same political views as her is working at the Post Office. As she has shown no boundaries in her personal life. For example, answering the then-Mayor's email and insulting a City Councillor. I am not reassured about her ability to display boundaries in her professional work.
That also goes for Martha Lamont, who, because she disagreed with Vera choosing to distribute food that had been left at City Hall (and advertised on channel 23 as free) for her neighbors without transportation. Martha went to the Senior Housing manager and bad-mouthed Vera in hopes of getting her in trouble. Instead, Martha did - with FISH.
I judge the person and their records and everyday actions. The predilection of anyone who was associated with the 5-Alamers to judge, react badly and then brag about it makes me want to vomit. These are not the type of people I want my anywhere near running this city.

What I want is for these councils past and present to stop lending our credit outside the jurisdictional boundaries of our city, in violation of our constitution.
What I want is someone to realize that the Columbia River Gorge Commission is responsible for the safety of the Gorge.
Outside of our city limits it is that commission charged with keeping the gorge safe.
That commission choses who can build and who and what types of recreation will be allowed or denied.

Yet till the end of timber revenue revenues, counties within the gorge were paid a lot of money to protect the gorge for the commission. Yet we have been left holding the bag for decades.
So it is not that I do not support our fire department. What I don’t support is our tax dollar equipment getting depreciated on rescues, fires and accidents outside our jurisdictional boundaries, without reimbursement for all these years.
What I want is for the people in our government, to get off this stuck on stupid path they have been on and make a real change in our fire department.
It is time to take our dilemma to the Counties, the Columbia River Gorge Commission, ODOT for I/84 and U.S. 30 and make them pay their fair share.
Because I am tired of stupid forcing the people to pay out of our pocket as well as stealing our utility revenues to support a department to support other governmental entities that should be providing this service in the first place.

Now that Tom's seat will be vacant, I suggest we actually listen to the voters and have Jeff Helfrich step into it. With an election so recent, we have the perfect opportunity to do something the right way for a change.
I'm just speaking for myself and I know I have an issue or three with him, but I also believe in living with the results of our voting process. I also think when he stops following the advice of the puppet masters (I include BS and LM and BL in that) and stops the automatic suck-up to the EMS/fire dept (probably a natural result of his profession) and the other two are recalled, he COULD become a thoughtful, reasonable councilor who listens and compromises. I agree to do the right thing for once, like put Bobby Walker in because he recieved the votes before Helfrich, legally. Let us not forget the bogus police charges filed by Helfrich with the aid of his buddies. He just can't be trusted.
I don't think he ever backed off. I seem to recall him wanting to put another fee to the people. Another bad political move. I'd rather be hit by a coal train than have Helfrich on council.
Bobby was denied his rights as a citizen and lets not forget who all went along with that injustice.
Two more need to resign in order to uphold our Charter.

You would think that with the overwhelming no votes on the measures that people would not have voted for those responsible for putting those measures on the ballot in the first place. There is a lot of people in town who ran for elections and lost. What I am saying is that if you feel that Helfrich can redeem himself let him try it out on another committee and prove himself. As for me, I don't want him on any committee that will affect my pocketbook! His lies and deceit are still too fresh. He should have stepped up to the plate with Tom and tried to convince the others that going against the law, their oath of supporting the Charter and against the voters was not a good idea. He didn't step up so now he suffers the consequences.
It would appear that someone out there has some info on Jeff. Maybe someone has a friend in the dept. Maybe they are just pulling a Masters trick.

After an election I always get a new feeling of optimism, a little glimmer of hope for our future. I have been speaking with other community members just tonight and they also are feeling hopeful that we can move forward and anticipate a prosperous New Year. I look forward to a fresh start with a transparent government, by the people, for the people. There is still the question however of the two council members who are not following the City Charter. Some candidates stepped up and ran for election as the law and our Charter states and others still choose to ignore the voters. Lorang and Storm need to step down, electors are supposed to be elected.

If an issue isn't made of the tactics used by Lance, Brad, Gail, Mark, Jeff H. and Jeff P. to overturn the citizens will, it will be like Groundhogs Day all over again.
They will use the first opportunity disrupt city government and manufacture a situation they will claim to have the answer to. This group demonstrated they will go to any length, even endangering the life and property of their neighbors to occupy the positions their egos tell them they are entitled to. A point needs to be made that we won't tolerate it, not now or in the future. If we don't, their behaviour will establish the new normal for politics in Cascade Locks.
Appointing Jeff H to ANY position isn't an "olive branch" to these fanatics, it is rewarding bad behaviour. Allowing Brad and Mark to continue to hide behind their wives skirts would be the same.

The whole point of winning is not revenge but you are don't seem to recognize that, nor playing Devil's advocate, or compromise, or well, how about just the plain fact that you are behaving as badly as "the other side." Seriously, there is one goddamn good reason I posting this with my real name, because I am serious about the healing shit I have been talking about for the entire time I have lived here.
I spent 20+ years in a neighborhood that found itself cut-off by flood waters almost every winter. We weathered 3 100-year storms in 9 years. (We stopped counting at 14 total floods.) Before those three big ones happened (the first one was 12 days w/o electricity, 14 w/o potable water), we barely knew each other, after all of that, we respected and helped each other. Don't kid yourself, water is as destructive as fire.
The east coast is learning that hard lesson right now. Sometimes it is 'just us.' Just like the Congress, the election may be over, some seats have changed but the rest of them are still there, and still needs to function. As long as the one-third quote by Bob Walker holds true, things are not going to change around this burg.
I would add one thing, democracy is not the same as the rule of the majority. Some townies could use a political science course.

They don't have to accept Bob Walker because they like him, they have to accept him because he submitted his letter for council like the rest of them and he received the nomination by Eva Zerfing and it was seconded by Tom Cramblett. Paul admitted there was a mistake made by staff when they did not appoint Walker to the council. I still have the email from him. That's it end of story, the new council doesn't have to like any of it or like Bob. Bob received the majority vote of the remaining council. It is the council procedure and it supports our City Charter. If he is not appointed for the remainder of the open term where he will then have to run for election at the next general election I hope he brings a suit against the city for violating his rights.
I did speak to another person about the olive branch idea of yours from a personal email. The anonymous blogger is not me, I don't have an avatar, I always sign my name to my comments.
The only way to get through this is with transparency and following the Council procedures and our City Charter. If something (Charter) appears to be ambiguous we are told by the League of Oregon Cities to refer to the state ORS.
It is clear to me why we would not want any of the 5 Alarm Political Action Committee on our council. They have lied to the community at the pavilion meeting and at council, they have not followed our Charter and tried to have it changed. They have said that we didn't know what we were voting for when we passed the initiative and Helfrich said it wasn't the publics intention to want to vote for all fees, charges and taxes. Yet we have voted to keep our initiative as is. I knew what I was voting for, twice! The healing needs to be with the fire dept. and volunteers. They need to be a part of the finance committee for the department. Just like the Task Force recommended to the council. They should be a part of the spending priorities of the fire dept. They should be able to express their ideas and concerns and have a voice as to how we will fund the dept. Compromise is what we need, two groups getting together, prioritizing needs, and each side giving in a little to reach a solution that everyone can live with. The 5 Alarmers don't need to be involved.

One can now see the need for correct spelling, good grammar and the need for paragraphs. Darlene actually changed the subject in the last third of that. She is discussing the Volunteers and the Budgeteers (snickering) as the two groups to compromise. Unfortunately I still see no answer to my question(s).

Why would a political action committee (5 Alarmers) that was formed for the purpose of recalling the best council we have ever had be involved with prioritizing fire dept. expenditures? Those members include, Ralph Hesgard, Shawna Hassel and Arnie Kononen. Guess which one is the author of the blog criticizing me?
Kate, Bob should be appointed because he received the vote. If there are more vacancies then it has to be posted and letters filed for candidacy. I think Robbie Lee would be a great council person. Pete, Shirley Carr, Barbara Irving, Ron Litchewski, Bob Tittle.... I could go on.

Thank you for your answer. Yet, you really have to stop cramming your answers to everyone together.
When you call someone out, you need to indicate that you have gone from the specific back to the general voice. I know I did not call your family names or flip you off.
P.S. I would add another 5 or 6 to the guess which list.
What I think
The election was a statement from us, the voters of Cascade Locks.
We expect our representatives to:
Respect the results of elections, even if you didn't get elected.
Follow your oath of office, even if it means you can't get what you want right now.
Welcome the opinions of the public, using your seat to disrespect peoples opinions by arguing or theatrics like rolling your eyes smirking ect is childish. Be big boys and girls and thank them for taking the time to attend a meeting and move on.
The council represents those who elected them, the citizens, not the city. They are there to protect and enforce the charter, not to look for ways to subvert or ignore it.
The last several years have nearly destroyed Cascade Locks, both our finances and our community spirit. Focus on what's best for everybody.
The people have spoken, the dishonesty, games, cronyism and dirty politics of Lance, Brad, Jeff and Mark are things of the past.
Move forward, if the public wants these guys in charge they will elect them. Until then they are welcome to attend meetings, as long as they can learn to behave.

I am going correct you on this one point. A major part of the problem has been that the councilors have only represented those who elected them, only those who appointed them, only those who worked with them. They DO represent the city but, the city consists of all citizens.
Totally agree with you on their eye-rolling, texting and correcting citizens as rude, inappropriate and childish. The next few meetings are going to be interesting, who knows what last minute crap they're going to try throw at us this time?

I didn't mean to imply that you are doing the flipping, it is Shawna Hassel who is flipping off many people. I guess we are getting to her, it must drive them crazy that people are trying to follow the Charter.
We need a maturity lesson in Cascade Locks. I tell my girls that many adults still act like they are in grade school, they are just older bullies.
There are many people that would make good council members, it's getting them to run that is the problem.
The crap that they try to throw at us will probably be mixed with peanut butter!
