NOTHING BUT A PROGANDA CAMPAIGN.

Oh how quick you are to tell the public that the PAC did not violate any laws.
That statement is not even close to the truth now is it?

I will quote the Oregon Secretary of State in the same letter to me that you are referring to.

”This letter only addresses possible violations of Election Law; it does not address the things in the complaint for which we do not have jurisdiction.
The elements of the complaint which we do not have jurisdiction over (not in Oregon Election Law) are: the alteration of public documents and emails, failure to include factual information in the mailings, defamation of character, “unlawful obtained attendance at a town hall meeting”.

So you see the Secretary of State by this very statement, points out the criminal violations. It is just that department does not have jurisdiction to do anything about it.

So not only did our Secretary of State find that the PAC did alter public records and e-mails, the Pac did fail to include factual information in their mailings, but she even found two violations I never raised in my complaint.

She found the PAC defamed the character of the recalled council and she found that town hall attendance was unlawfully obtained.

Can I ask, how you plan on addressing the public, to explain these violations of law the Secretary of State clearly found the PAC violated, but did not have jurisdiction to do anything about?

Because she clearly pointed out the violations of law the PAC committed, throughout the letter and referred back to the statement of lack of jurisdiction, I copied and pasted to this very blog posting earlier.

Yes you were about as quick on this as you were on the Department of Revenue finding, concerning you and yours budget.
Again it is a lack of jurisdiction.

Under Oregon law “Department of Revenue not to interfere with fiscal policy of municipal corporation, ORS 294.490.”

Now it can go to tax court.

But in the meantime since you want to declare to the public your assurance to the citizens, that the city did not violate budget law. Maybe you can explain to the public how the city put $45,000 in the previous budget which was approved at $222.860.00, without calling for a supplemental budget?

When the law requires a supplemental budget to be called if any addition to a budget changes the total fund by 10% or $5,000.00, whichever is greater. ORS 294.473

So you and this council gave the previous budget $45,000.00 when the statutory limit based on the fund at that 10% maximum was $22,086.00.

So explain to the citizens how we did not have a right to a supplementary budget process, including publication laws required to be met, our right to budget hearing as required by law and having the right to speak on this during the budget hearing as required by law.

So just like it appears, you think the PAC can violate criminal law and that makes it alright because the Secretary of State does not have jurisdiction to enforce those laws.

It also appears that just like your council before, when you over spent the fire fund or met behind closed doors to allow a former city employee to quit and be paid. It is clear to all that; once again it appears you feel the citizens have no right to participate in the legal process and an open and transparent city government.

Yep it is clear for all, that when your elitist government/s overspends on the fire department fund, that you think you are above the law and can do what you please.  

All of this followed by you and your elitist government act, to deny the people our inalienable right to vote you into, or out of office, after your chosen appointment by the elitist’s in charge, appointed you back into office, right after the people spoke by our vote to remove you from your office.

So Mr. Lorang have you got any more answers the people need to know, besides this propaganda campaign you have going on here to save face?

Then you seem to have forgotten about the other complaints waiting for the findings of fact concerning this letter.

Nice try, but you still do not pass go and you do not collect your $200.00

So explain your way out of this!

I just watched the you tube video of the Aug 27th council meeting. It would be interesting to send this link to the Hood River County Commissioners and get their prospective of the tower fiasco. Also it would seem that Lance still doesn't know the amount of property tax that is transfered to the fire department. Even though he was a part of the budget process. Has anyone told him the actual length of the electric department loan? Maybe staff could give him a clue.

Lance has them perfecting his dog poop and peanut butter recipe. The elections are coming up soon and he needs to be prepared.
I predict the cost of staff time used to run the city's garbage sale will exceed the revenue $3-$1,not including overtime and snacks.
Not that that matters because Marianne will report a profit in the million$$$

Heard today at the 75th Anniversary celebration at Bonneville Dam "in the next car the honorable mayor of Cascade Locks lance masters" also heard from the audience "what a oxymoron".

Thank heavens he was so low on the "dignitaries" list that he didn't get to speak I could just see him setting the record straight for the President, Governors, Senators, and other representatives that were speaking.

I have been told that Paul has take responsibility for making an incorrect call last fall after the recall.
Our council at the time consisted of Tom, Eva and Lance. Tom nominated me for council and Lance objected, citing a point of order and stating the because Tom was Council President, he could not make a nomination or have a vote.

Lance asked Paul for his guidance and Paul remarked, "thats right".

Jeff Helfrich was then nominated by Eva and seconded by Lance.

My question is does this incorrect interpretation of our charter by a city official and a councilor make any difference now?

If you think about it for a minute, imagine how recent votes may have changed. Tom has been fighting the good fight but for the most part, he has been the lone voice of reason for our city government being responsible when it comes to spending.

Would one more vote on the side of conservative spending and one less from the hand picked gang make any difference? We will never know.

Thank you so much, you have displayed the kind of good sense that I wish every member of our Council, hell every citizen would display. It makes a difference only if we do not learn from this and move on. We will get no-where until we start working for the city rather than for 'our' faction.

Bob, Actually it was Eva that made a motion to appoint you to council and Tom seconded that motion. That should have put you on council. However, Lance interrupted and told Tom that he could not second a motion or make a motion. Tom turned to Paul Koch and asked if that was right and he responded "yes, that's right" Now we know that was not correct information that was given to Tom Cramblett. There was a lot of discussion about how the new council would be selected and who would play a role in the selection during open council meetings. Now we know that Bob Walker put in his name and was selected by a majority of the remaining council as our city charter says and he should be on council today. Will our city officials step up and do the right thing? No they won't. We know that because we know how they operate. We have seen them in action for a long time now. They have no honor or integrity, their oath of office means nothing. They cannot be trusted to follow the council rules or our city charter. They have proven that to us. Many lives have been lost over the right to vote, many people fight wars to have a democracy. Our council, with exception of Tom Cramblett, has disrespected our community, our voters, our veterans and our country. Bob Walker's rights have been violated and continue to be as long as this city does nothing to correct this injustice.

Since lance and jeff are running for office at the same time - I wonder if jeff will be able to write his own candidate speech/statement this year? As it might be too obvious if he plagiarizers Lance's like he did when he ran for office the last time. Yes sir folks why vote for the real thing when you can vote for two phonies?

Anyone else hear that two of 'candidates' cannot be there to answer questions during Candidates night? And that they are both challengers, not incumbents. WTF?

Because we've all heard too much from the appointees already. I want to question the challengers. How asinine is this process that you schedule something without ascertaining that all the candidates can attend? Or perhaps the fact that one candidates wife is head of the organization that puts this dog and pony show on is influencing the choice of date? Perhaps the next old trick will be passing out 3x5 cards for questions and 'pre-selecting' the ones put to the candidates, ignoring any hard or uncomfortable ones.

Who is going to ask the hard questions about the elephant in the room, Elephant, hell, herd of elephants.

Water pipes, paying the loans back, how much money DOES the Fire/EMS need, and should it be at the expense of other departments? Changing the process of filling empty Council seats? What the two members who should be running and aren't? What about the sidewalks downtown? What about the Fire Hall, why is nothing in there yet? What about the Port/City relationship? Why are we amstringing the Budget Committee?

When will Cascade Locks grow up and join the TWENTIETH century

What if the United States Federal Bureau of Investigation had a "web crawler" program. And what if that program could take a name, like for instance, "Sergeant Jeff Helfrich of the Portland Police Department" and compare it to the searches Jeff Helfrich had made in the FBI or other police databases for political reasons?

I mean why would your political adversaries, who live in a different jurisdiction, be in Jeff Helfich's search history?

Jeff Helfrich needs a Come to Jesus meeting, before it's too late.

One thing is without dispute, Jeff Helfrich of the Portland Police Department used insider police favoritism for political ammunition. Doubt it???

With the exception of Tom Cramblett, our appointed council's words are hollow and without merit, their actions however speak a thousand words. Now we know that Bobby Walker received the majority of the remaining council for appointment. Will this council follow council procedures? Will staff recommend righting this injustice? Or will it instead be swept under the big council rug? Will someone please give Lance Masters the council procedures handbook and tell him the percentage of property taxes that goes to the fire dept.? Let's see now there was $13,000. from the General Fund contingency line item that went to the fire dept. and the beautification dollars set aside for the downtown flower planters, and then there's the park and rec money and the museum dollars, our increased fire suppression fees on our water utility, $20,000 from Multnomah County, the portion from Hood River County that was supposed to go to our public works dept. for work done at the fire hall, and our property taxes and if we want to dig into the transfers to the fire dept. we could probably find more $. Now Lance likes to say that some people just will never support the fire dept. that is his biggest lie to the people. The real truth is that some people will never support this immoral,oath breaking, constitution stealing administration that is denying our right to the ballot by denying us our vote for council members. According to the State Law the other two council positions are up for election. Vacancies are filled until the next general election. Don't believe me? Call Kim Keen at the Hood River County elections dept. and ask her. Yes this council's action's are speaking loud and clear. Higher fire suppression fees, higher franchise fees, utility rate study in order to raise your utility rates, increased fees without a vote, misleading staff and council members, not providing sustainability for our other city departments. How does council reward our fire fighters? Give them increased funding, short term, not sustaining, set them up for future failure, give the no responders city jobs and oust the one fire responder Jess Zerfing who refused to take sides with the recall group. The one fire fighter who stepped up to give our community protection when our leaders quit. Our fire fighters are not the problem, the lack of administration oversight will continue to plague this department. Ask for the moon and they will give it to you as long as you agree with them, pay for the moon? Now that's the problem. Our budget officer added graphs to our city budget, our expenses will be greater than our revenues in 2014, get a copy of the budget. Fire fighters get a copy of the budget and demand from your council sustainability for your dept. get involved, research the numbers for yourselves. Demand accountability. Demand fiscal responsibility. Demand a change of administration and vote Tom Cramblett for Mayor, Glenda Groves, Richard Randall and Bruce Fitzpatrick for council. We deserve a moral council that stands for the truth.

By the way, Tiffany and Lynn Pruit and Katelyn Stuart wrote great letters to the editor in Saturday's paper. If you can bring yourself to buy the paper you should read them. I too am thankful for what Jess Zerfing did to help the community in a bad time of need, his selflessness will be rewarded with lots of blessings or good Karma. While Kirby is still reporting for the HRN I will only buy papers when my kids are in them! Adam Lapierre has a great photo on the front of the HR fire. Too bad there aren't more good reporters like Adam and Ben.

And Gary, she was trying to get that all in before the five minutes were up. ;)

One other important thing: DO NOT VOTE for the changes to our charter. DO NOT give them any opportunity to claim legitimacy.

I did forget to mention that our council also raised the ambulance fees, which might be justifiable. However it should still go on the ballot as our City Charter states. We live in America where a vote is supposed to be honored not ignored by City leaders. Shame on you oath breakers!

Yes you can speak for 5 minutes at council meetings as long as the council gets a warm fuzzy feeling from what you have to say! No criticism allowed or questions to the council that they wouldn't answer anyway.
Let's see if Obama and Romney play that way tonight. You can speak but only if I like what you say. If I don't like it I will interrupt you during your 5 minutes and give you my unasked for opinion!
