Hold on to your wallets folks, there's about $100,000.00 of FEMA/911 related expenses in your future. Looks like we might need another rate hike, um...I mean transfer payment increase to be able to afford to stay in business. For all of you that whine and cry about how poorly HRC has treated Cascade Locks, this should be a lesson for you. Sheriff Wampler took the time to come down here and tell you all that this radio project was unnecessary and very likely to be expensive and you shouldn't do it. He also said if you insisted on doing it anyway you were on your own. But who the hell was he to tell US about the county 911 system, right Brad and Lance. Now our town of 1,000 is responsible for the entire county's radio system and this will be only the first $100,000. (Ya never know, if FEMA learns about the illegal tower shenanigans, we could get to pay back the $450,000.00 as well). What keeps getting ignored, or hidden, in the discussion over a bottling plant in Cascade Locks is the effects this addition would have on its citizens. Over the last several years the BPA has established how much power it's customers use and set it as a benchmark that establishes how much electricity each utility is entitled to purchase at the lowest rate. This "Tier 1 Power", which is about 2 1/2 cents per kwh, is currently the cost for all of the electricity sold to the customers of Cascade Locks Power. In the event that an electric utility needs more power than they have purchased historically a different rate applies, this is "Tier 2 Power". Tier 2 Power is power purchased by BPA from other producers to meet the excess demand of it's utility customers, it's purchased at the market price. The estimated cost for Tier 2 Power is $.07 to $.10 per kwh. So what does all this have to do with a bottling plant?
The proposed bottling plant will about double the amount of electricity Cascade Locks needs.
That means the average cost of power we purchase will triple.
Can the residents of one of the poorest cities in Oregon afford three time what they currently pay for electricity?
How many of the business' that struggle to stay afloat in Cascade Locks will be forced to leave or close?
What is the benefit for the citizens of Cascade Locks?
Doubling the tax base helps us pay our electric bill how?
We all know the integrity of Lance and the self appointed council, they are more than willing to lie, cheat and steal to further their agenda. They don't want this expense to be part of the discussion until it's too late to address. Don't think for a minute they won't behave the same way they have in the past.
The amount of money that the citizens of Cascade Locks will pay in increased power expenses will be MORE than all the property tax and water purchases the bottling plant would pay the city.
Those who live inside the city limits already: Subsidize the power for those who live outside the city, this according to the city light superintendent. Pay 100% of the cost of providing fire/ambulance service outside the city limits. Are 100% responsible for expenses for the new radio system for all of Hood River County. Are responsible for the mountains of debt piled up over the last 6 years, hundreds upon hundreds of thousands of dollars. We are almost bankrupt. The buffoons at city hall desperately need this bottling plant, it would mean $1 million dollars of revenue for the government. A millions dollars that they can use to cover up their legacy of arrogant ignorant spending. They don't care that it will cost the rate payer of Cascade Locks $2 million in increased electrical rates, they are that concerned about your well being.
How bad does a city have to be for it's real estate to be worth less than nothing? While the rest of the state has seen property values start to recover, property values have plunged over 25% in Cascade Locks in just the last 4 months. Apparently people are so desperate to escape the New Faces regime they are literally giving their real estate away. Many developed lots are being "offered" for sale for $17,000.00, that's far less than the SDC's and site prep folks, and I'm sure they would entertain ANY offer. Just pay a fraction of what was spent developing the lot, they will gladly throw in the land itself for free.
Do you think a 300% increase in our already overpriced electrical rates will help property values here in Cascade Locks?
How about another 200 truck trips a day on our "well maintained" streets? That's in ADDITION to the traffic we already have. I find it hard to imagine being able to back out of a driveway anywhere without getting run over from one direction or the other.
And folks, that's not 200 trips over 24 hours. Most shipping and receiving is only open 8 hours a day, some even less. That's 25 more trips every hour or another truck every 2 1/2 minutes. That's like the trucks from the Bonneville Locks project, except not for 2 or 3 years, 50 YEARS...In exchange for what? $250,000? Really?? A $50M project where the "product" itself is only worth $250,000 annually? That's pretty hard to imagine. $250,000 a year won't even begin to pay for the damage another 75,000 trucks that weigh from 80,000 to 110,000 pounds will do to our streets. Our quality of life, our property values, our electrical rates, sold out from under us for $250,000...Does it seem a bit coincidental that those with the level of integrity necessary to sell out their neighbors, would successfully overthrow the elected government in Cascade Locks JUST IN TIME to make the biggest giveaway in state history. In my opinion, that's why Don Haight and any other ELECTED leader had to go, and why newspaper editorials were so supportive of the overthrow. Actual business experience and integrity were the biggest danger to this unprecedented transfer of public assets to corporate coffers.
Do your "Due Diligence", get rid of this council before they show Nestle how smart they are, and bankrupt not just the city, but the citizens of this city as well.

Tom is the only person left in his position after the recall who was elected to that position. Tom is the only one who publicly agonized over his votes and the only one who has never had anything but the best for the town in HIS agenda.
