Auditor's Report??? LOL!!
All that the auditor reports on is the numbers provided him by the city's finance officer, PERIOD.
There is NO actual audit done.
A little tidbit for you all,
According to the city light superintendent, the citizens of Cascade Locks subsidize the power bills of those fortunate enough not to live within the city limits.
Let me restate that, you and I (who OWN the electric utility) pay MORE than our fair share for electricity every month, so those who live outside the city limits can pay less than their fair share.
And the excuse is a great one, they would be upset if we charged them what it actually cost us to provide electrical service.
I guess we should all feel privileged to support our corrupt self-appointed government, as well as the upper class rate payers.
I'm hearing my Schoolmarm act is wearing thin and the locals are getting restless, we may need another "emergency" this fall to avoid loosing power.
Let me remind you, if we aren't in power, we can't prevent people from exposing us and our constituents.
The list is long; election law violations, time card fraud, theft, misappropriation of funds, misappropriation of private property, gross mismanagement, dishonest accounting practices, nepotism, cronyism, incompetence, building radio towers without permits, on and on.
We cannot allow an open and honest government to exist in Cascade Locks, the costs for us are just too high. Can you imagine our little stunt at the fire hall being exposed? Talk about embarrassing, OMG!!
We have our ally at the newspaper, I'm willing to bet he doesn't want his involvement exposed either so I'm sure we can count on his help.
All we need is an idea, some way to scare the shit out of people. We need something soon!

The Public Safety Task Force has done a real stupid thing. Are you aware that it is possible for anyone to vote on the survey - several times - whether or not they live within Cascade Locks. If I have three computers, I can go onto the surveymonkey site three times and vote. I can go onto the survey with a computer at the library, any library, and vote. If I download the survey, I can print out several copies and hand or mail them in. I can email the site address to my friends and ask them to take the survey. I can go onto facebook and request all those people log onto the surveymonkey site and take the survey.
A big DUH! to those committee members. How will they handle getting back more votes than citizens?

My question through all of this is who granted the city the right to hold an election such as this.
Who safeguards the vote as we clearly see there are not any safeguards?
Now I am not against our city having the power to hold these types of votes, but first of all would it not be a good idea to ensure that it is a fair election held in accordance to the law concerning elections?
After all we once held these powers until we repealed the 1978 charter.
But with that repeal we repealed the legislated rights we once had to do something like this public opinion vote.
Another question I have is who granted the power for these to be circulated by this committee.
I do not remember an agenda item for this matter for council to approve this ballot to be put forth to the voters do you?
Go look it does not exist.
So now that Lance and his Five Alarm recall committee is in control and he can stack the deck to what he wants, as he is in charge what? There is no oversight or council approval from the committees for a committee to take action?

Uh, wake up people. If I was interested in what the voters of Cascade Locks wanted, I wouldn't have schemed, lied and cheated to overturn the last election and appointed myself Mayor.
Plus you can go to the City website and take the survey from that link. Go ahead, just do it. You know you want to add to the bad.

Remember folks, the last "survey" was used as part of the stampede to bring in the casino, all due to one ill-conceived question that combined economic development with a casino. We are still paying for the overbuilt sewer plant and have just started paying for the stock barn known as the Fire Station. Imagine what 5 or 6 bad questions could accomplish?
Well folks I'm on that committee and I don't appreciate being called stupid.
We are all well aware of the BS that can occur with this type of survey, but if you've got a better idea of how to get people to provide input, let's hear it.
And Cody I have all the respect in the world for what you are doing to bring some legal reform to how we operate, but really now, I think you're over reacting. This is a survey not an election.
If you are all concerned about fraudulent submissions, then come on down to our next meeting and get it off your chest. Let the public know, make noise, point out the foibles of the system.

I appreciate that you are one of the die-hard good guys who keeps thinking that your voice will be heard and make a difference. But that turns out not to be the case anymore. If it ever was.
Too many of us have been yelling and screaming that we want our town to keep a small-town atmosphere, to stay viable for our families, do things legally, keep within our budget, make life easier for our seniors and not play favorites. Seems like an easy list - except for the last decade or so.
This new batch, the three practicing to be Mayor, the two grumpy old men who don't like to do anything but throw insulting and condescending questions. The same ones who promulgate 4-hour meetings. This batch could give a shit less about what we think, only how to make us pay for what they want.
The foibles of the systems. They played the system and on people's fear and flat-out lied and got in. Is that what one calls a foible?
Do something? They are not going to let us. How many more committees are they going to dissolve or merge with their hand-picked minions?
On doing something:
Recall.
Initiatives.
Run for office.
Campaign against them.
Run for office.
Paul Koch is the best CA this city has had in all the time that I've lived here. Come on out and support his efforts in front of the public and on camera.
Devon Wells is the best fire chief this city can ever hope to get to help us build an effective EMS department. Take the time to watch his presentations and how he handles questions. He has what it takes to be a chief. No rock star here.
So all of you bloggers come on out to the meetings and support our efforts to contract for his services. He can build what we need at a price we can afford.
Let's get serious and get the best that we can. No more rock stars.

Personally, I find all this hoo-rah and over-voting hysterically funny, and as someone who has tried a couple of your suggestions, and who has listened really hard to anybody who has lived here longer than I have, I would like to seriously ask you what is different this time?
Yes, both Paul Koch and Devon Wells are miracles but, they are both temporary. When they leave we will still have two seriously divided groups in town. Groups who have turned the political into the personal. We will still have too many citizens who are disgusted and disinterested and not represented. We will still have stupid feuds and shopkeepers who make it obvious you are not welcome in their shops if you don't agree with them and neighbors who glare or give you the finger. We will still have citizens who put on airs because they have a title and somehow they think a mandate, just because they got into office by only a couple of votes. We will still have underhanded political dealings, appointing friends and posturing. I'm not whining, but I am discouraged. So seriously, what is different and why should I care anymore?

As I said I like the idea of holding elections like this, but there are rules that must be followed and you should understand my concern.

Show me your E2E (end to end) voter verifiable system and I will be happy.

As far as working on a solution I was trying to do just what you are doing and my committee was shut down for political reasons and we had some good ideas.

I personally liked the question about response times. Let's see now, if there was an emergency how fast of a response time would I want? Depends. On who is having the heart attack! That was a good one.
Misanthrope, Yes I thought it was funny too that the survey asks a question that could be answered yes or no and yet there was not a NO to check for an answer. Makes you wonder, right?
Let's use common sense and hire Devon Wells as our part time administrator of the fire department. He can throw in our 3-4 calls per week with their 40 calls per week and do our billing. Oh but wait all of those 3-4 calls probably don't all get billed. Devon stated during a council meeting that he bills 30-40 calls a week in one hours time. It might take him ten minutes a week to do ours. During last spring's budget meetings the city had fire department bills being sent out from 2009! Yes we had a full time paid employee at that time.
Yes there are flaws in the survey but I have to agree that it is a survey and not a vote on a ballot. The scary part is going to be in the "council's interpretation" of the "survey".

Does anyone else remember the five alarmer's saying how George and the auditor cooked the books with the fire department? The big stink was that the auditor did not show the property taxes as revenue in the fire department budget and that it skewed the revenue vs expenses. I hope you all heard the auditor explain why he purposely did not show the property tax because it is not dedicated revenue but rather a transfer to that department. He also went on to say that many transfers were made to the fire department without council resolution. Don't believe me? Watch it on the youtube recorded meeting. I think that a lot of the lies that were spread by the 5 alarm recall group are now being exposed to be just that, LIES.
The community is also not aware that the last ICA Carson instructed the last council NOT to rebut the five alarmers. Kinda makes you go hmmmmm?

I believe we should have a survey "vote" on how we feel about the utility rates being raised - again. We have the highest rates in the Gorge. It is no wonder businesses are reluctant to move here or people. Our rates hurt the unemployed, less fortunate & seniors. Whenever the city needs more money they go after the utilities. Try less spending & balance the budget. I know that is foreign to you but needs to be done.
How does that saying go, Those who don't learn from history are doomed to repeat it?
What have we learned in the last year or so?
Who, in their right mind, would run for any office in this city?
Until this town grows a conscience we are doomed to endure the likes of Lance, Brad, JeffNJeff, Dr. Obscenity and the rest.

I agree that we are all discouraged and that no one in their right mind would run for office and have to serve along side the anointed 6.
I agree that the survey is very limited in its value.
I agree that the fraud and illegal actions of the councils past and present need to be exposed and the council members held accountable.
I agree that it is easier to just throw our hands up and walk away hoping that the town will implode financially and we will be forced to start over.

And then I see Tom Cramblett still hanging in there, having to sit next to that bunch of egotistical, puffed up, empty suits and try to do the right thing for the town.
And he stays there and takes the abuse from not only the suits, but from some of us also, and still he keeps on keeping on.
So as long as Tom tries to do something so will I. And so should the rest of you.
And then there is Paul Koch. Here's the best shot that we have had in years to make changes and you all want to quit now? Yes, he is temporary, but let's make as many changes as we can while he's here. Don't quit know.
And then there is Devon Wells. He's our best shot at having a fire department that actually functions and that we can afford. He doesn't have to be temporary. We could contract with him permanently to be our fire chief.
So come on people, show up at the next Public Safety Task Force Meeting.
