Is This America?

As James Madison wrote in the Federalist No. 39, “If we resort for a criterion to the different principles on which different forms of government are established, we may define a republic to be, or at least may bestow that name on, a government which derives all its powers directly or indirectly from the great body of the people, and is administered by persons holding their offices during pleasure, for a limited period, or during good behavior. It is ESSENTIAL to such a government that it be derived from the great body of the society, not from an inconsiderable proportion, or a favored class of it; otherwise a handful of tyrannical nobles, exercising their oppressions by a delegation of their powers, might aspire to the rank of republicans, and claim for their government the honorable title of republic. It is SUFFICIENT for such a government that the persons administering it be appointed, either directly or indirectly, by the people; and that they hold their appointments by either of the tenures just specified; otherwise every government in the United States, as well as every other popular government that has been or can be well organized or well executed, would be degraded from the republican character.”
Oregon Constitution Article I, Section 1. Natural rights inherent in people. We declare that all men, when they form a social compact are equal in right: that all power is inherent in the people, and all free governments are founded on their authority, and instituted for their peace, safety, and happiness; and they have at all times a right to alter, reform, or abolish the government in such manner as they may think proper.
But what happened here is what James Madison warned us about factions in The Federalist paper No. 10;
“By a faction, I understand a number of citizens, whether amounting to a majority or a minority of the whole, who are united and actuated by some common impulse of passion, or of interest, adversed to the rights of other citizens, or to the permanent and aggregate interests of the community.”
Mr. Lance Masters with the assistance of Eva Zerfing turned this little American City government into monarchy, socialism, fascism, communism, imperialism and all the other forms of government America is not. We are not ruled by Kings or Czars. We elect people to serve the people in this great Country and our State. But Government does not appoint a government by choosing a select class of people. A class of people who opposed the recall Lance Masters. They choose it on ability not as a reward to fraud the people.
They are all fraud's citizens and they have now stolen your vote as a first act.

Two of those that were rewarded an appointment pledged to pay $500.00 to the very Political Action Committee.
Yes Gail Lewis and Jeff Helfrich through his wife paid $500.00 and his wife was a registered officer of the political action committee that took public records and tampered with them. Yes they deleted sentences and added sentences and sent it as a political slate mailer to oppose the recall of Lance Masters to every citizen. The idiots even printed this is public record on the very slate mailers they tampered with. Do you have any idea of how many crimes were broken? I do as I am working with the State Police and Department of Justice.
Yet do you here them speak out against such injustice? How about you Lance Masters you were saved by a criminal act intended specifically to unduly influence the votes of the people.
So Mr. Masters how does it feel knowing you only won because your side had to cheat by committing criminal acts and committing fraud upon the voters.
Yet you say nothing about it and you reward them with a seat of government.
And in turn they rewarded you with the crown and the keys to the kingdom.
But Mr. Masters Madison also gave me the remedy.
“There are two methods of curing the mischiefs of faction: the one, by removing its causes; the other, by controlling its effects.
So citizens remember this.
Article IV, section 4 of the Constitution reads: “The United States shall guarantee to every State in this Union a Republican Form of Government.”
I have already proved to you that every public body in Oregon must guarantee all citizens a republican form of government.
So if you believe in the Constitution you cannot believe in this Council. You must oppose every action they take.
What this Council needs to do is call for a special election like the law says they will do if there is not a quorum required by law to do any City business.
ORS 221.160 Special elections to fill council vacancies; appointment of council members when all positions vacant. (1) Whenever because of death, resignation or other cause the number of the members of the governing body of any city is insufficient to constitute a quorum for the transaction of the business thereof, and the charter of such city does not otherwise provide, the mayor, or if there is no mayor, a majority of the remaining members of the governing body, may call a special election for the purpose of electing a sufficient number of persons to fill all the vacancies then existing in the governing body. For the purposes of such election the mayor, or if there is no mayor, a majority of the remaining members of the governing body, may appoint persons to act for all offices necessary to the holding of such election where such offices may be vacant. The appointments shall continue until a successor is selected as provided for by the charter or law governing such city.
Now these appointee’s may well be good for the city but unless they are voted in by the people they will always be known as cheats, scammers, fakes, and criminals. Better yet frauds as it is fitting to the cause.
Now I can live with knowing this is what they are but can they? Knowing a city feels this way about them may guarantee their terms are short.
As it is turning out worthless SOB's is the new names going around.
As it is they have been proving the things that the previous council got blamed for, there were no other options for their actions.

Cody:  Thanks for the alerts, I appreciate them.

  1. Mr. Smith has already been paid $4,000 for the easement.  The payment to Mr. Smith occurred a few years ago, but there was not a survey or legal description.  The problem is that the City accepted a FEMA grant in partnership with all the other safety agencies in the county (and spent it) then located Mr. Bates tower outside of the easement.  We find no legal right to his tower and he is rightly upset.  We now are in the final stages of survey and will take his tower down and give it back as we have no legal right to it.  I have regularly informed this Council and the previous Council that they can expect to have to pay an additional $20,000 to $25,000 to get this done right.  That cost will be shared by all the other agencies in the county, they will not be happy about that, but it is what it is.  I expect to have the total new cost in a week or so.
  2. On the old fire hall, yes there are all sorts of issues, but I think the place to start is with the easement and clear description of both properties.  Then Council will know what they are dealing with.  From there, meetings with real estate professionals would help Council understand the market realities.  From there, they can make a decision about what to do.  From what I have been able to pull from the files, it appears that  there would not be much use for the building without either significant  owner or tenant improvements.

On the affordability issue, I am afraid that the city is way past that pint.  Once you accept government money and spend it you still have a responsibility to complete the plan you proposed.  The fact that it was not done correctly is unfortunate, but the reality.

What 1 tells you is the city liberated (stole) an communications tower for the 911 system and got caught. Then they installed it on private property that did not belong to the city and they had no permission. That this is going to cost $20,000.00 to $25,000.00 estimated to resolve. That the City expects that the County will pay? And most revealing is that the 911 grant was spent and the City has to finish the project. I wonder how the County is going to take this good news?
And to think they shut down our 911 system to save the former chief and raised all the hell they did to save our former administrators for this type of behavior.
And look at their supporters who caused all the problems we now face. They are now the government and the first thing they did was took away our constitutional and lawful rights. Yep they stole our right to vote for our public officials. What’s next witch burning? Political prisons? Book burning?
You voted for it and you got it. I hope you can live with yourselves now.

Hey Everyone:

Off-topic here but a lady just came my front door. She is part of an organization that helps find lost dogs. Someone was dog sitting a 12 lb Mini Australian here in town and the dog was lost. This happened on Nov. 21st, but she was spotted yesterday around the airfield, possibly with another dog.

Trigger is very shy and they ask that you not try to catch her but you might be able to lure her with food. They have posters around town with her picture on it. If you have seen her, the phone numbers are either 503-929-2875 or 503-502-6703.

I know a lot of us have our own pets and I can only imagine how her family feels.

Sheriff Wampler EXPLICITLY told the city of Cascade Locks that any problems or unforeseen expenses with the FEMA radio grant would be borne ENTIRELY by the City of Cascade Locks.
The MOU or contract with the other parties also EXPLICITLY places the liability on Cascade Locks ONLY.
Lance, Brad, Randy, Jeff and Bernard shoved this project down our throats over the sensible objections of those with any business sense. Cascade Locks has no business accepting or managing regional projects. It's simply stupid that we are involved in this project when the city can't even accurately account for it's own money.
Sheriff Wampler also stated that the radio project was unnecessary, that he and his 911 office knew the grant was available and purposely decided not to pursue it.
But Jeff and Bernard knew better. They pitched the idea again and again.
Why?
Jeff Pricher's insatiable ego, his uncontrollable need to put himself in the spotlight.
What's interesting is in my opinion every project the Jeff Pricher has been involved in has been an complete disaster.
Name one project were there hasn't been overspending, dishonesty, miss-management, and just plain incompetence.
This stuff didn't happen without the help of Lance, Brad, Randy, and Bernard. It's just how they do your business.
I'm sure there's plenty more of the same in our immediate future.

Kirby and Petshow have finally pushed far enough.
I'm not canceling my subscription to the Hood River News. No, in fact I'm gonna buy 5 more 5 year subscriptions(the cheapest rate they have). What I am gonna do is go through the advertising. I'm gonna contact every business in HR that wastes their dollars on that rag and let them know that, not only will I not shop the ads they place in the Hood River News, I won't shop their store if they place ads in the Hodd River News.
Put these pigs out of business, they deserve it.

To the angry pirate - here is an interesting point that needs to be taken care of: the employees of the City Cascade Locks have the best health insurance that money can buy in the state of Oregon. It is the same insurance that the governor gets. It cost the city $189,000 to insure the employees and their families last year. Every citizen in the city man, woman, and child pays $189 each for them to have said coverage. Now I challenge you all to look at your utility bills ask your neighbors too multiply how many members there are in you house by $189 in my family there are 4 so that is $756 now divide that by your average utility bill mine is usually about $140 and that will tell you how many months of your utility bills go to JUST paying for the employee coverage. So $756 divided by $140 = 5.4 months so that means almost five and a half months of our utility bills go toward paying for ONLY the health insurance nothing else. How long do you think that it will be before they go to the public and ask for a rate increase? Or raise the internal payment aka franchise fee to get more $? I think that it is very unsustainable for a business to be run that way especially in these hard economic times. Especially when many people don't have insurance but are forced to pay for such an decadent plan for the employees. Who else but government can run a business that way?

The lady that came to our door said that Birch was the sitter and she pointed towards the houses just past the airport (we are east and north of the airport). That would give strong indication that she was pointing at the Masters' house.

What makes anyone think they won't be equally as honest when negotiating on your behalf?
This town has waited DECADES for any opportunity to help itself, now that that opportunity possibility could be here, one of two things are going to happen.
1. Self-appointed Lance and his Laughable Liars will "negotiate" a deal that benefits themselves and their "friends" only, leaving you worse off than you are now.
2. Self-appointed Lance and his Laughable Liars will try show how tough and smart they are (You know, the we own the freeway logic), and end up screwing up the deal entirely.

Either way we lose.

Don't forget that ALL new fees and charges REQUIRE a vote of the people. Contracts that create new FEES or CHARGES REQUIRE a vote of the citizens before they can be implemented.

Almost twelve months ago Lance Masters, Randy Holmstrom and Brad Lorang conspired to pay their friend, Bernard Seeger, $18,000.
$18,000.00 that Bernard Seeger did not earn and was not entitled to receive.
$18,000.00 of OUR tax money pissed away that provided Cascade Locks zero benefit.

Does it bother you that Lance, Randy and Brad took about $50.00 from every household in Cascade Locks, one of the poorest communities in the entire state of Oregon, and just gave it to one of their friends for no reason other than they wanted to?

In my opinion, the $50.00 of his tax money didn't bother Brad Lorang a bit, Bernard Seeger had already used his signature to spend hundreds upon hundreds of city dollars at Lorang Fine Arts during Brad Lorang's short term as mayor of Cascade Locks. Bernard spent this money without approval from the city council. Brad Lorang also managed to get an all expenses paid trip to D.C., with a longer than anticipated layover to visit family in Houston, Texas as part of the bargain.

The "spin" began with the $18,000 payoff to Bernard Seeger. The payoff allowed Seeger to avoid responsibility for his being found guilty of violating election laws. By getting paid to resign, Seeger was given the opportunity blame Haight and Fischer for his departure in the Hood River News. Haight and Fischer hadn't even been seated on council at the time. (more great reporting by the Kirbinator!!).
The "spin" remains the same. How else can the golden child avoid responsibility for repeated violations of city policy such as;
confiscating a private citizen's property and using it on an illegal installation, illegally placed on different citizen's property,
forging time cards,
lying to council,
misappropriating public funds,
lying on FEMA applications,
dereliction of duty,
on and on and on.
The idea that our "elected" leaders support and admire this type of behavior is the most dangerous thing of all.

Excuse me for disagreeing, but I believe the most dangerous thing of all is that people and supposed council members are forgetting about all of that.

I also feel that the BS is still actively engaged in this spinning. Why else was he sitting outside trying to direct the "Town Hall Recall Meeting" via texting when I confronted him? He had the nerve to say that he was NOT taking sides.

I'm still pissed off. Don't forget he tried to finagle himself a bonus for bringing Nestle to town, because I'm never going to forget that.

These are not all elected officials Spinology 101. Only two were elected because Lance resigned. Those are Tom and Eva. The rest are wannabe public officials.

These wannabe public officials I believe can be legally defined as frauds and cheats for not calling for a special election as the law says when there is not a legal quorum, more importantly after they had full knowledge that the previous council was recalled through the use of fraud against the voters and let’s not forget some of those appointment paid to get their appointed positions.

The idea that ANY person in a position of authority, let alone those responsible for protecting the PUBLIC from ABUSE at the hands of those wielding government authority, would allow and actively encourage the illegal behavior of subordinates is completely irrational.

Government in Cascade Locks has become perverted to the point that the council feels it's role is to represent the city bureaucracy and protect it from citizen "interference". Example, Lance, Brad and Bernard's revised charter that removed citizen authority and expanded CA power.

There is a COMPLETE breakdown in the hierarchy of government in Cascade Locks.
City employees violate city, county, state and federal laws with impunity.
Example:, Forged time cards, False statements on FEMA applications, negligent accounting practices, making false statements to public officials, interfering with a fire fighter, on and on. The Cascade Locks Mayor and Council not only encourage and applaud this illegal behavior, they actively participate in the planning and execution of these acts.

The idea that a "public safety officer" believes taking a private citizens property and re-purposing on HIS AUTHORITY is okay ought to scare the %&^$ out of every citizen of this town.
Your property and money really belongs to Lance, Jeff, Jeff and Brad. We should appreciate the fact that we are allowed to enjoy any of the city's property and money they allow us to pretend we own.

Don't think for a minute that the press is going to ride into town and bring light to the law breaking. It aint gonna happen as long as Petshow and Kirby are around. They are too invested in supporting their editorial impressions. They would rather stand blindly by while these abuses continue than have people know that they got conned, along with the rest of us. They are truly are credit to their profession.

After all Hood River News is the paper of record.
So the next time you read the paper just look at the ads and see all those public records which government pays to publish in the paper of record.
So why would Kirby bite the hand that feeds them in public records add revenue.
What you need to do is run a survey and prove the Oregonian is the paper of record.
Then they will lose all that revenue from the government and see how fast they turn on them to sale papers.
