MEAN TOWN
Cascade Locks is a mean town. The same people have controlled it for years. They will not accept change. They do not want any newcomers upsetting their apple cart. These same people are crying because they lost the middle & high schools. This town needs more children, but families have moved out of here. Also, they are crying about wanting new business in town. What a joke! New businesses would mean new people. Oh my, they might want to take over our town or join committees. We better let them know that they are outsiders and should go back where they came from. This town, when you leave the main roads, is a mess. Anyone wanting to start a business in this town would drive around checking it out & would not give it a second thought. There is very little pride of ownership in this town. There is no place for newcomers to join in and perhaps have some new ideas for the town. Oh right, they don’t want anyone else to speak up or have an idea.
Now there is a satellite group. They wormed their way into the hierarchy, & are trying to overturn the present City Council with one lie after another. A committee formed over 3 years ago to investigate the City Services is now being maligned. The committee has no power. It is merely an advisory and idea committee to help the Council. They want to take over both. The question is why? For one thing they are losing power. For another, they may not want their skullduggery to come to light. It is their way or the highway and they wonder why there is no economic development. Do they think people cannot read the paper?
Don’t allow this group to undermine our town any more. Do not vote out a Council that has worked very hard trying to straighten out the wrongs. They don’t get paid & have families, jobs, etc. to take care of, but are donating their time to help this town. They have been maligned, insulted and called names by that precious few malcontents.
People outside this town think we are a joke. We are the laughing stock of this County. Wake up Cascade Locks & admit you are a mean town. Make some positive changes.

It pays to have a scanner in this town. When it takes 25 minutes for the fire department to respond (with a paid full time chief) or how about not responding at all. Which has happened to many in this town. I think I'll go buy a scanner too.

Nouriel Roubini, a New York University professor nicknamed "Dr. Doom" for his dour views on the economy, says that when President Obama came to power, he inherited a budget deficit of $1.2 trillion. When Bush came to power, the country had a surplus of $300 billion.
How did we get a $1.5 trillion change in our fiscal condition during Bush's time in office? Roubini lists five factors:
1. We cut taxes.
2. We spent $2 trillion on two unwinnable wars.
3. We doubled discretionary spending. Some conservatives originally aimed to "starve the beast" by cutting taxes in order to force future cuts in spending. But spending grew so out of control in Bush's term that no beast was starved, Roubini said. In fact, the beast was fed.
4. We added entitlement benefits like the Medicare drug benefit.
5. We entered the largest economic and financial crisis ever, which caused a huge increase in the deficit through the "recession deficit" and the cost of bailing out the banks and financial institutions.
"We destroyed our fiscal sustainability before [President Obama] came to power," Roubini said. "We had guns and butter and low taxes. It doesn't work. If you want guns and butter, you should have high taxes during wars."
Roubini was referring to the "guns or butter" macroeconomic model, that says that a nation must choose between defense spending or civilian spending, or some combination of both.
Obama "inherited a mess," Roubini added. "We're lucky that this Great Recession is not turning into another Great Depression."
Roubini became famous after warning in 2005 that the housing bubble would cause an economic crisis. Many dismissed him at the time, but after the housing bubble collapsed he was given credit for foreseeing the problems.

It's funny that when something good is happening, they shut up. How quiet it got when a new Interim City Administrator showed up, and began to help. There were no jeers when the Attorney began to talk, no arguments with the Council about the state of the FEMA 9-1-1 grant. They have nothing to whine about when they get answers.
They don't want things to get better, fixing things is not what they want. They want to tear everything down, down, down. They want their power back and they don't care what they ruin to get it.

I'm tired of listening to his whining that he was not sent something at every meeting. Go to the City Hall and pick up your packet just like everyone else. Who decided you were special? You're not? Attend the meeting. Twice last night the meeting was held up so he could get sent something. And then, he keeps saying he didn't hear something. Don't ask for it to be explained to you. Day by day this council gets worse. We've made the Headlines in the Hood River news 3 weeks in a row.Its so bad Kirby has his own personel chair.
I can't wait till george gets back on his feet. I miss him at the council meetings. The sound of the gavel. His leadership skills, (Amway dealer). He can yell and make young adults cry. He's good at hiring, firing,hiring,firing,hiring. Do you see a pattern here.

I don't drink coffee after noon, I sleep at night unlike the busy night crew on this blog. Amazing, isn't it how some folks get braver when caught up in group mentality. For example in the dark like when others sleep, or when not actually at the meeting, or behind closed fire station doors.
Jim Trammell is the Marshall for the West Side Volunteer district (county level)
and the Fire Defense Board representative for Hood River County (State level)
Ted Megert is the Deputy State Fire Marshall. He and Jim Trammell are supposed to be working together to do what's right for this area, One is NOT over the other.
The State Fire Marshall has not been called, is not involved and not ever likely to be.

Jim Trammell, is Fire Marshall for the West Side Fire District. An appointment by the board of the West Side Fire District. Not County as all his appointed power, comes from a board of that Fire District and not the County Commissioners. He is a Fire Chief with inspection and police powers in just his District.
The only reason he has any power in this matter at all, is because he was instructed to by power above him being Ted Megart, Oregon State Fire Marshall. The Chief for the City of Milwaukee and the State appointed Fire Marshall for this District.
Ted Megart washed his hands of it Monday and the other player in this that you have not mentioned is, Stacy Wagner, Fire Life Safety Program Manager & Assistant Chief Deputy, for Mark Wallace, the Oregon State Fire Marshall himself.
That is who will instruct anyone to work with the City and the office which is investigating this matter.
Any orders will come from the Office of Mark Wallace the Oregon State Fire Marshall or through Stacy Wagner his Assistant Deputy Chief for the time being.
So if the information leaked about a meeting with Jim Trammell, including information about my involvement, had to come from the volunteers the way I see it.
But I am glad they know as maybe Jim Trammell will also inform them I do have criminal charges I can file to help them make a right decision now, as I told Stacy I do not want to ruin these kids’ lives with all these felonies. Because I was told I should turn these crimes into the Oregon State Police Criminal Department by Salem.
So if there is a meeting I assume that possibility will be large portion of the meeting along with Council holds the power to appoint officers and not an association not founded under the law.
I just hope the volunteers make the right decisions this time, as they have hurt this City enough.
Although they did help the 4 recall petition councilors and hurt Masters Recall survival from everyone I have spoken with. Including many former supporters of our Fire Department and the volunteers, who were going to recall them all but are now down to just one now.
But all the damage done to our City is one hell of a price to pay to protect someone who unlawfully changed written public records and ran that department into bankruptcy.
Much like the recall itself has damaged our City and our reputation.
It was neck and neck up to this point. This was the game changer.
If getting enough signatures in less than 2 hours does not tell you anything like it did me, now we will just have to wait for the official vote count to see.

Somebody needs to learn the difference between the State Fire Marshall's office, the State Fire Marshall and the Deputy State Fire Marshall.
Also, Mark Wallace has several Deputies, and several Assistant Deputies. No one is necessarily over another, they all have different duties and responsibilities.
What good will criminal charges do the City, now? Haven't you stirred the post enough, Cody? Why not leave it to the professionals at this point? We are all in trouble now. Even if Jess is put into charge, how can they get past the bad feelings?
You are right about the damage done. I can't foresee Hood River ever wanting our power usurping volunteers anywhere near them. A lot of us think the best bet is to join with the County now.

Mark Wallace delegates his authority to his assistants. Whatever authority they are have come directly from him. I never said he did not have other deputies. But there is only one Assistant Chief Deputy. That is Stacy Wagner.
I do not want to file criminal charges. If you can read I do not want to ruin these kids’ lives with felony convictions.
The volunteers do not have a choice they are employees. When an employer tells an employee who the boss is, the employees have no choice in the matter.
Our Charter also makes it clear. All power is vested in the Council.
The problem with the association is they took powers they did not have and made decisions they had no legal right to make. What they should have done is come to council in a public meeting with their concerns, Council should have moved it into executive session and let Council make the final decision.
But they didn’t. The only time they did come to council was to coerce the City when they blackmailed the council saying they would not respond to calls if Jeff was let go.
Well Oregon is an at-will state meaning an employer can fire with or without cause.
And it has been one criminal violation after another since.
As the State is aware this temporary leave of absence crap is a strike using another name. Much like the payment in lieu of (privilege tax) bull the previous council passed knowing it was in violation of the law.
I just hope they realize that enough is enough of their crap because they have done enough damage. I am not the only citizen filing complaints and they are living on borowed time right now.

Refusing to respond, votes of no confidence, attempting to take over the department. Going to meetings and announcing they are in charge when they had already been told they were not. Yep, they sure showed Hood River and the Fire Marshall's how real fire professionals work. So according to the paper Trammel and the "chiefs" were fine with Zerfing in charge and so was Pricher or he wouldn't have put him in the position. I guess we have the volunteers vote of no confidence to blame for losing mutual aid. We have a bunch of UN-electable sore losers and a power struggle with the OLD council and fire volunteers. It is the struggle to be proven right that is destroying the town. Is it worth it?
Fire Station Closed, due to actions of out of town pseudo firefighters and pseudo-chief, marshal, god, Pricher (with a little help from his friends).
The blame lies with the entire town. Allowing outsiders to "run" our emergency services department because we are too lazy to get off our asses and protect ourselves is what created this mess. We have no one to blame but us.
Get off the freeway, get off the trails, get out of Dodson, get off the radio towers.
The people who should be scared of their insurance bills are the Dodson clan who are now on permanent leave. Their friends and families are sure to appreciate their new insurance rates now that CL isn't covering them.

Maybe this is just what we need, A restructuring from the ground up. Wipe the slate clean and make a fresh start.

I have an idea, let's put all of the city's money into Parks and Rec. We can team up with the Port and build a huge water park/biking adventure land, accessible by trams and zip lines! I bet the city light dept. will buy into the idea and we can use all of their money! We could put small turbines in the water park slides and actually generate our own power so it would be green! I bet that would take care of the city's money.
It reminds me of the time CL responded to Eagle Creek for a hiker that fell and was injured. We had to call another ambulance to rescue our own volunteer and they had to take turns riding the gurney down the hill!
At least we would have something to show for it other than Kirbyisms in the HR Nuemann's opinion rag.

You're right about only having ourselves to blame. We should have recalled the hole in the wall gang, before they destroyed the town. We were complacent and now it may take years to recover from their financial misappropriations and incompetent staffing of the city.
Why don't you check the response times of our fire department with a full time paid chief. 30 minutes would be a quick response and Stevenson and North bonneville are much closer.

I find it predictable that Cody hasn't posted the elephant in the room issues. Kevin Benson actually read a letter into to record from the former interim city administrator talking about illegal and/or unethical activities on the part of the city council. The first being the illegal siting of buildings by Keven and the mayor at the KOA camp and the fact the Hood River building offical red tagged them. Then the city council offer to the potential next city administator was rejected once he found out how dsyfunctional the council was. A potential new "interim" city administrator also bailed when he found out the truth. How sad is all this? whose fault is all this?

I have to agree with the term "Mean Town." It is a city with mean spirited people who will not talk about how to solve issues reasonably. There is a way to resolve this. Everyone has to shut up, sit down and make a mental decision to be part of the solution. We need someone to come in an facilitate a compact.
