Chief Zerfing was made Chief by the Mayor. The club of thugs did not like that and voted him out and voted themselves in. Then the club of thugs changed his security access codes to get in the Fire Hall. Just who in the world does this club think they are? As the attorney said who gave them that power? As if Pricher wasn’t bad enough now we have his clones? Someone needs to put an end to this club of thugs.
Who would have the security codes and knowledge to do such a thing? (you only get one guess) Wouldn't that put the citizens at risk? It would seem that somebody out there with the security codes wants the fire department to fail and does not want a fire chief, in order for their other fire chief "friends" to threaten Cascade Locks with losing mutual aid?
Jess was NOT voted out! He told the vol. that if they did not want him as the asst.cheif he was ok with that. He said there would be no hard feelings and that he would understand. When the vol. said they did not think an officer was a good postion for him. And that they would want him to become a firefighter. He then fliped his lid. He yelled and swore at everyone and said, "If I can't be an Officer I QUITE! I will turn in my things and have a letter for you by the end of the week! He then removed his radio and pager. And placed them on the table and walked out. He also made statment about the vol. not able to function with out him. And that they where not capable to ran a fire scene. So when somone says they quite how is that voting somone out? And why would it be good to have a leader who can't make up their minde on if they want to stay or go! Would any of you want to work for someone who said how worthless you are?
The club is an unlawfully established Association which holds no “power”. Even the position they thought they could appoint Jess to they lacked the “power” to appoint him to that. The held no "power" to appoint themselves to be bathroom monitor much less Chief or Captains. Jess was the Fire Chief at the time and that Association was under his "power". Not the other way around and do not confuse the two. If Jess tells them to jump all they can question is how high. If Jess wants to make them common fire fighters after all their years of devotion as they tried to do to him he could have done it. He was the Chief at the time. Anything whatsoever to do with your argument is a null and void point under the law. Jess was appointed Chief. The Association holds no "power" whatsoever over anything to do with this department. You need to get your facts strait. the Vol. Association is made up of Cascade Locks Vol. Firefighters yes! The Association does not make any decions in regaurds to dept. function. That is for the Fire Dept. Officers to do. The chian of command is as fallows. Chief, Asst. Cheif, Capt., LT., Firefighters. When there is no cheif the asst. steps in. when there is no asst. the capt. take over. when there is no capt., the LT., step up and when there is no LT. the most sr. qulifiyed firefighter is in charge. In the case of Cascade Locks Fire dept. the Cheif resinged. and the Asst. Cheif was asked to step down. But instead he resingned. With no other officers in place the most sr. and qulifyed firefighters where appointed by the WHOLE dept. based on there quils. At each levle that this happens at is only tempary. Untell someone more qualifed can take over. that is how it works. And Hood River Cheifs where ok with that. and was going to continue with the contract.
Now then we may have a fact. But what 15 people say is still here say unless they actually witnessed it. The Sheriff report would be a fact but it would have to go beyond a report as there is something called an investigation, followed by a charge of a crime.
Then another one of your statements I have to tell you is not true. A Sheriff would not tell the Volunteers a thing about an active investigation. If a Sheriff were to leak info like this he could get in a whole lot of trouble. Wampler and his deputies do not make these types of mistakes. I have lodged more than a few criminal complaints lately. Every time I ask or request information it always comes back “we cannot release the information as there is an active investigation at this time”. Then after an investigation and charges are filed then they can say who the suspect is but no details as it has to go to court and that could get the case kicked out.
So do you have any of those reports that document that say Jess did this? If not you are just spreading a rumor you heard. Ask for the documents on that incident and you will see. If they in fact exist get them and take them to council. Or it will just be a rumor.
I have never said how bad everyone is at the fire hall so stop twisting the truth again. I have only pointed out the Association is committing unlawful acts under the law which have put the volunteers at risk of personal liability and criminal actions against them could be filed.

The volunteers are confusing their own command structure with the City's. Surprise, the sun does not rise and set on them. There are other legal structures involved, like the City Council. And... my God, are they not required to pass a literacy test, even?
The volunteer association does not make any decisions in regards to department functions? Really then what do you call a vote of no confidence or voting themselves to be 3 chiefs?
The chain of command is set by the Chief and the Council in accordance to the State Fire Code. No other officer the Chief has appointed to an office of title has the power to do anything other than what the Chief delegates concerning their titles and their duties. In the Chief absence the Assistant Chief delegates authority. Now the chain of command you speak of it works like this. The State Fire Marshall. The District State Fire Marshall. The City Council. The City Fire Chief. After that the power the Council grants the Chief is established in an Ordinance or a Resolution. The Powers he holds is specifically stated in this legislation. It is presented to the State Fire Marshall and he gives it his approval as it has to comply with the State Fire Code and then the Council passes it. Now if the “City” Chain of Command is not listed in the legislation then the Fire Chief sets the Chain of command in accordance to the State Fire Code. Now in our Case when our Chief resigned we fell under the State Fire Code. Until Council appointed a new Chief the Assistant Fire Chief was the interim Fire Chief. He or she held all powers. He had the power in accordance to City legislation to appoint any officers by title.
Once Council appointed the new Chief that was the end of the discussion. All these other officers you mention are not a part of the equation. Council appoints the Chief not the Association. Read the law.
Now you keep talking about a meeting that was in violation of the law. What part of this Association is not founded on the law do you not understand? That meeting was in violation of the law anyway. They can have a bar-b-que and decide to do that. They violated the law the minute they talked about appointing anyone to any position. Do you understand that?
With no other officers in place what they should have done is contacted the mayor as he is interim City Administrator for direction.
Hood River Chief was not ok with it. They asked where Council approval is.

On the scene maybe if that is the command structure the Chief sets in accordance to the State Fire Code. But when a Chief resigns the Assistant or Deputy Chief informs the city administrator and that person informs council. In this case that would have been the Mayor as the Council appointed him to those duties. Then the City Administrator informs the Council. In our case the Council learned from the newspaper. At this point the Assistant or Deputy Chief assumes command. The policy of the chain of command is up to the new Chief. He/she holds the powers the former chief held in accordance to the State Fire Code. Now at any point the Council can appoint anyone they wish to be Chief, as long as it meets the approval of the State Fire Marshall. Only the State Fire Marshall holds any power over the Council. The problem with all these wrong comments is that you are talking about the chain of command on the scene of an emergency. But this is not the case. The real case I have answered here over and over is the chain of command of the City. You are confusing the two and they are separate from each other. Now the City sets this chain of command in legislation or the legislation leaves it to the discretion of the Chief.
If you look at Ordinance 351 you will see how this works. But I must tell you some baboons on a previous Council repealed this Ordinance with Ordinance 361 and those baboons and City Administrator forgot to re-establish those powers, when the IGA fell apart with the City of Hood River. Since that time other Baboons of Councils and a City Administrator have been building fire halls, applying for grants, entering into intergovernmental agreements, taking taxes and funds of other enterprises from not only our City but other town’s taxes and spending money right and left when the City had no legislative authority or powers to do any of this. Do you see how it works?
So just tell me how this Council was to deal with this ordeal when I informed them of it? This Council was without the means to deal with it, as previous councils dealt them a raw hand. Now this Council was just getting somewhere as this was the Committee’s first priority, all you are up in arms for my being on. All this happened as it was getting off the ground and had you people not stopped this committee we would have our powers back by now. So there is no one to blame but yourselves, as you had no clue to the true problems and I should not be saying them here but, when you have a screw up like this the last thing you want is all those you have contract obligations to learn about it. We needed to have the legislative power ready to repeal 361 and have enough legislative power to meet our contractual obligations and go from there in building this department up from the ground up. But because of all your BS recalls and unlawfully stopping this committee you have accomplished one thing. You assholes have subverted the democratic process and have and are responsible for it. But those former officials knew that if this continued it would expose the filthiness, corruption and stains of all sins of their past doings. These former officials knew the scalpel of the law could come down on them. These former officials knew public office is a public trust. So they immediately set out to take away that public trust in this new Council. Now they are using each and every one of us to protect themselves and their reputations. And they are using us to steal our votes. These former officials have knowingly stolen from you and the City each and every day that they were in office. They were confronted with the law which proves they were stealing from each and every one of us along with the City. Yet they did not care about the financial hardship it would do to us. They did not care about the harm it would do to the City as they ran her infrastructure into the ground. They did not care if it stopped economic growth. Yet that wasn’t enough so they decided to steal from us and this City again. And look at what that has done. Now they want to steal your vote to protect them. If we are going to rebuild this City from what those before have done, the only chance we have is right now and let it begin with this Council. We have to let this Council, minus one, know that we trust in them, to do what they have to do, to repair the damage done by others before them and bring our beautiful City back into compliance with the law. You need to get your facts strait. the Vol. Association is made up of Cascade Locks Vol. Firefighters yes! The Association does not make any decions in regaurds to dept. function. That is for the Fire Dept. Officers to do. The chian of command is as fallows. Chief, Asst. Cheif, Capt., LT., Firefighters. When there is no cheif the asst. steps in. when there is no asst. the capt. take over. when there is no capt., the LT., step up and when there is no LT. the most sr. qulifiyed firefighter is in charge. In the case of Cascade Locks Fire dept. the Cheif resinged. and the Asst. Cheif was asked to step down. But instead he resingned. With no other officers in place the most sr. and qulifyed firefighters where appointed by the WHOLE dept. based on there quils. At each levle that this happens at is only tempary. Untell someone more qualifed can take over. that is how it works. And Hood River Cheifs where ok with that. and was going to continue with the contract.
Now then we may have a fact.
But what 15 people say is still here say unless they actually witnessed it.
The Sheriff report would be a fact but it would have to go beyond a report as there is something called an investigation, followed by a charge of a crime.
Then another one of your statements I have to tell you is not true. A Sheriff would not tell the Volunteers a thing about an active investigation. If a Sheriff were to leak info like this he could get in a whole lot of trouble. Wampler and his deputies do not make these types of mistakes.
I have lodged more than a few criminal complaints lately. Every time I ask or request information it always comes back “we cannot release the information as there is an active investigation at this time”.
Then after an investigation and charges are filed then they can say who the suspect is but no details as it has to go to court and that could get the case kicked out.
So do you have any of those reports that document that say Jess did this? If not you are just spreading a rumor you heard.
Ask for the documents on that incident and you will see.
If they in fact exist get them and take them to council.

I have never said how bad everyone is at the fire hall so stop twisting the truth again. I have only pointed out the Association is committing unlawful acts under the law which have put the volunteers at risk of personal liability and criminal actions against them could be filed.
As far as the death statement, again twisting the facts and taking it out of context. What does the law say? A sentence of death can happen all I did was repeat what the law said.

There is only one Sheriff and all others are called deputies.
The volunteers are confusing their own command structure with the City's. Surprise, the sun does not rise and set on them. There are other legal structures involved, like the City Council. And... my God, are they not required to pass a literacy test, even?
The volunteer association does not make any decisions in regards to department functions?

The chain of command is set by the Chief and the Council in accordance to the State Fire Code.
No other officer the Chief has appointed to an office of title has the power to do anything other than what the Chief delegates concerning their titles and their duties.
In the Chief absence the Assistant Chief delegates authority.
Now the chain of command you speak of it works like this.
The State Fire Marshall.
The District State Fire Marshall.
The City Council.
The City Fire Chief.
After that the power the Council grants the Chief is established in an Ordinance or a Resolution.
The Powers he holds is specifically stated in this legislation.
It is presented to the State Fire Marshall and he gives it his approval as it has to comply with the State Fire Code and then the Council passes it.
Now if the “City” Chain of Command is not listed in the legislation then the Fire Chief sets the Chain of command in accordance to the State Fire Code.
Now in our Case when our Chief resigned we fell under the State Fire Code.
Until Council appointed a new Chief the Assistant Fire Chief was the interim Fire Chief.
He or she held all powers.
He had the power in accordance to City legislation to appoint any officers by title.
Once Council appointed the new Chief that was the end of the discussion.
All these other officers you mention are not a part of the equation.
Council appoints the Chief not the Association.
Read the law.

The real case I have answered here over and over is the chain of command of the City.
You are confusing the two and they are separate from each other.
Now the City sets this chain of command in legislation or the legislation leaves it to the discretion of the Chief.
If you look at Ordinance 351 you will see how this works.
But I must tell you some baboons on a previous Council repealed this Ordinance with Ordinance 361 and those baboons and City Administrator forgot to re-establish those powers, when the IGA fell apart with the City of Hood River. Since that time other Baboons of Councils and a City Administrator have been building fire halls, applying for grants, entering into intergovernmental agreements, taking taxes and funds of other enterprises from not only our City but other town’s taxes and spending money right and left when the City had no legislative authority or powers to do any of this.
Do you see how it works?
So just tell me how this Council was to deal with this ordeal when I informed them of it?
This Council was without the means to deal with it, as previous councils dealt them a raw hand.
Now this Council was just getting somewhere as this was the Committee’s first priority, all you are up in arms for my being on.
All this happened as it was getting off the ground and had you people not stopped this committee we would have our powers back by now.
So there is no one to blame but yourselves, as you had no clue to the true problems and I should not be saying them here but, when you have a screw up like this the last thing you want is all those you have contract obligations to learn about it.
We needed to have the legislative power ready to repeal 361 and have enough legislative power to meet our contractual obligations and go from there in building this department up from the ground up.
But because of all your BS recalls and unlawfully stopping this committee you have accomplished one thing.
You assholes have subverted the democratic process and have and are responsible for it.
So keep spouting your poison that you know nothing about will you, because in the end you will all be the fools. The gull of you previous council members, mayors and now association, for the actions you are taking today after you left us with this mess. Yet from almost the swearing in of this new Council, we have had former City officials, whom were voted out of office, not re-elected and recalled, by a legitimate vote of no confidence by the people, whom have been deliberately trying to keep we the people from placing out trust in this new Council.
They, one Council member and a citizen group of their friends are subverting the democratic process to insure we do not trust this new Council.
I’m not upset that I’ve lost the sanctity of trust in them; I’m upset that from now on I can’t trust them.
Because I know their knife of corruption endangered the life of our City and financially harmed the people and we are living the effects of it today.

Instead they are trying to place their mistakes on others as well as trying to make us forget their past mistakes, instead of taking full ownership of them.
This Council knew the starting point of sanctification was to open the books and find out what happened so they could fix the problems.
They found and were shown things were in violation of the law and morally wrong within our City and they began correcting them.
But those former officials knew that if this continued it would expose the filthiness, corruption and stains of all sins of their past doings.
These former officials knew the scalpel of the law could come down on them.
These former officials knew public office is a public trust.
So they immediately set out to take away that public trust in this new Council.
Now they are using each and every one of us to protect themselves and their reputations.
And they are using us to steal our votes.
These former officials have knowingly stolen from you and the City each and every day that they were in office.
They were confronted with the law which proves they were stealing from each and every one of us along with the City.
Yet they did not care about the financial hardship it would do to us.
They did not care about the harm it would do to the City as they ran her infrastructure into the ground.
They did not care if it stopped economic growth.
Yet that wasn’t enough so they decided to steal from us and this City again.
And look at what that has done.
Now they want to steal your vote to protect them.
If we are going to rebuild this City from what those before have done, the only chance we have is right now and let it begin with this Council.
We have to let this Council, minus one, know that we trust in them, to do what they have to do, to repair the damage done by others before them and bring our beautiful City back into compliance with the law.

I was talking to another citizen about the recall in this town and he made a very good point. He said just imagine what we could have done with all that energy that is just being wasted on negativity.
I do wonder what art could have created by the couple that is most behind this. How many hours have been spent on phone calls and blogging and petition writing that might have produced a wonderful sculpture, a breathe-taking poem or a tourist attraction that might have become a legacy.
