Let The Cover-Up Begin?

Citizens

I filed a complaint against the City.
This complaint went to all Council and the Mayor.
Kathy Woosley to distribute to Councilmember Cramblett, if he is still not able to hook a Mac up to the Cities internet. Along with a request to disclose to all new council member's.
This complaint also went to an attorney I have looking into this matter and our very Attorney General for the State to amend a complaint I lodged the first of this month.

Well it seems someone feathers got ruffled and they got a little mad.
Well this email was sitting in everyones mailbox this morning.
Low and behold I was contacted by a party that the links did not work, as I gave the City Council links as supporting evidence from the minutes.
Now fellow citizens if you go to our City web site at this time and look for the agendas what do you see?
Thats right where did all this years and last years Council packets go?
They are no longer there.
Now try and find the planning commision packets.
Where we had at least this meeting and the last one of the council all these are gone.
So what is going on here?
They were there at 9 o'clock and by noon everything on the city website is vanishing.
Do you smell what I smell?

An update to a post on Lance's blog.
Now that the state has (again) found those willing to fight for what is right, right. I think this is worth rewording a bit.

Oh I am laughing so hard!!!! People got sick of the negativity, pointlessness and rudeness of the New Faces regime, so they voted them out of office. There is hope for this town yet! Kindness, love, support, positive attitudes and hope will help this town more than any fight a mean and unhappy group can muster. I think they would find that they could accomplish much more if they worked with people instead of against them. I think people want to hear about the good that is going on here and not just the same negative rhetoric over and over and over. It makes people hopeless. What is the point of fighting if you don't have anything worth fighting for?
There sure seems to be a lot of fighting "against" things nowadays. I would like to fight "for" positive things and I think more and more people feel the same way. Unhappiness gets old and lonely.
I am going to go outside now and enjoy the heck out of this gorgeous area with some great friends! You all have a beautiful day!
And to those of you that are going to frantically write mean and sarcastic replies to my long-winded and idealistic comment I offer you a pre-emptive sigh and wish you luck in finding your happy space. :)

I have indeed found my happy space, hope to hear from you soon ;)

Giving money and power to Bernard is like giving whiskey and car keys to teenage boys.

The insurance would pay out and with his problem reconciling his gross habits with his net income.

We would get 1 million and he would spend 3 million.

Because the million option could not support the additional space needed for all the new employees to do his job.

I can see it now ordinance enforcement deputy Kari Osborne.

Yes I heard that in archiving something happened.

I also heard that the internet has a switch problem which has been acting up and it went out and now the internet may be down until Wednesday.

So for now I have made an inquiry to the city concerning this matter.

But until I get an official answer from the source I will bite my tongue on these two things I heard which did come from City Hall.

But yesterday those with the answers seemed to all be gone for the day.

As I sit here realizing you are referring to the fire recently where Stevenson beat us, even getting lost before that and Hood River just a couple of minutes behind us?

I had to go from rolling on the floor in laughter after reading this, as it is that good, to wait a minute we are talking about a volunteer fire department.

Now I suspect your complaint here is not with the fire department as a whole, but the paid leader.

At least thats the feeling I get in all the blogs.

So not wanting to stop this kind of humorous responses, as this one was great, could you please be more specific and try not to group in this case what I feel is the Fire Chief, with the entire Fire Department.

As we do not want to offend others whom may have no part in what happens above them?

Thanks

And thanks again for starting my day off with a smile I will carry at least through the morning.

I think I just answered that question 2 replies earlier.

As a matter of fact the phone lines, they were a ringing yesterday and not to just City Hall.

But yesterday, concerning City Hall, it appears the powers that be, were not at work?

So until I get an official answer, here we are and the longer this plays out. The worse it makes them look.
As this issue is in some very high places right now.

They just better hope they get their emails before Monday night.
Because a quality of service issue is the last thing they need right now.

Quick on the trigger would have been the first time this had happened.

But until I get an official answer the 2 reasons I have been able to get so far both have flaws.

But right now, the issue is on main street and the fact is, they have a problem.
They have had a day to remedy the problem.

Is the problem resolved?
No.

Now they have a QoS (Quality of Service) issue.
And a Quality of Service issue is worse for the City, than if they were to have deliberately taken this stuff off the web, to inconvenience me again.

So right now I just sit back and wait.

The longer it takes the City, to respond to my official complaint about this, the worse it will look for the City.

The longer it takes the City, to resolve the problem, the worse it will look for the City.

I have all the time in the world to wait.
But does the City?

Concerning having these on hard drive.

1-Do you realize just how easy it is to turn the security off on a pdf file and edit it?
2-When dealing with legal complaints, it is best to enter evidence from the source. Refer to 1.

So no and not to offend you, I do not feel, I was too quick on the trigger here.
I feel I could not have drawn any faster.

After all it is not I, whom is dead in the streets now is it?
It is the Cities web site now isn't it?

The million dollar question is why?

As far as that other blog you mentioned, history is rewriting a lot of stuff from that on it's own.
It's called foot to mouth syndrome.

And a happy place is a good place to be.
;) right back at cha.

Truth be told, I've had enough pussy footing around the hyper-sensitive feelings of the most demanding group of so-called volunteers on record.

I'm sick of all the whining and crying.
I'm sick of the threats that you won't respond to calls from certain address' because the people who reside there don't support you like you think they should.
I'm sick hearing what a great service we provide, while watching a house burn for 25 minutes, while our $400,000 fire engine sits quietly in its $2,000,000 garage. Wasn't all that new equipment supposed to make you better? How long would it have taken to respond without all the new stuff, 24 hrs?
I'm sick of hearing about a mom begging for help for her baby for 20 minutes before anyone responds. Tell me the excuse that would make you feel better if that was your kid.

It's too bad that your group seems to have swallowed the narcissism pill JP has been pushing. If you're not in it to help others, then quit. PERIOD. No blackmail, no new stuff, no new programs. Be a volunteer, or get the heck out.
Performance is what matters, not how new or pretty the uniforms and equipment look.
Don't start with the "what if no one comes" threats, 25 minutes to respond on a structure fire that's 3 blocks from the fire station is pretty close to not having a fire department here at all. Hood River Fire could have responded quicker.
There are enough people willing to step up and provide true volunteer fire coverage within the city limits of Cascade Locks. You can be replaced.
Look up the word volunteer in the dictionary. Your not entitled to anything other than the feeling you get when you help others, regardless of what JP tells you. Get your heads screwed on straight, or get out.

You have brought up some serious issues, which have been brewing, that have came to a head recently.

I agree with you 100% here.

What happened with the baby and the house fire is inexcusable.

Had this happened any where else, there would have been an investigation and heads would have rolled.

Yet here, when the council members who have concerns, over these issue's, bring up problems which conflict with the other council member's and our City Administrators group, that group shuts them off or moves on to avoid the public from knowing anything.

Which leads to the outrage you have expressed here.

But regardless something has to be done as the bottom line is, we were all fed a bill of goods, that all this money, had to be spent, to improve our public safety department.

Yet when lives and property were really on the line our public safety department failed miserably.

Now the citizens have been left feeling insecure, should something like this happen again.
Which it will.

I think that a demand should be made for a public hearing on this matter and that the new council should make a formal decision and take action, on these issues.

I think this should be done by the new council.
As we already know where we will get with this one.

Which is why the people neutered and spayed that group.

Then if we get no where with this council, we just take this matter to the State Fire Marshall.

And by the bye. Talking to the son of the mother who had the fire. Hood River was no more than 2 to 3 minutes behind our fire department and Stevenson followed ours in, as they were lost, saw the lights of our fire trucks coming towards them and followed our truck in.

Stevenson had they not been lost, would have beaten us otherwise.

Thank you for your comment.

An “incompetent” leader by definition is "someone whose action destroys camaraderie, instills gossip, encourage dishonesty, and prevent people from speaking freely."
“Incompetent” leaders tend to use their own weapons to get noticed and promoted. They usually lack vision, interpersonal communication skills and confidence to resolve conflict."

Well I sure am glad this town does not have leaders like this.

After reading that outraged complaint I had to come back.

I myself am tired of this dysfunctional only to claim it is good government work mentality going on here.

I am also tired of this out of control spending like we have the budget of a metropolitan city.

I am tired of paying property taxes only to have to dodge pot holes.

But when that one comment put it into perspective like that I got upset.

Then I made a phone call to find out about this baby and house fire and now I too am mad.

So just when is enough enough people.

When someone gets killed.

May I ask who you called and talked to about both these matters? Was it a city employee/official?

Anonymous said...

Well, interestingly enough, our rock-star Fire Chief who did NOT respond to the call of a baby in our town suffering a seizure sat there using overtime to catch on his billing (which was 5 months behind) with the okay of the City Manager.

We don't need a egoistic uniform junkie who uses up his 40-hours a week playing the big man. We need what we first hired: a paramedic who was to be there when our citizens, within our city limits, needed a response. We need him as much if not more than anyone up on Highway 84, or in tropical climes for the disaster du jour. Even if it is not that glamorous, it is what he was hired to do.

Anonymous said...

Who calls a city employee or official on a saturday.
The last thing I would do is call the city for an honest answer.
Just talk to the families this happened to and you will know all you need to.
People do not give names for a reason and this looks like one of those good reasons to me.
So P.W.D. do not answer this question.
Because if that anonymous person who asked this question gave his name it would be Bernard or Jeff.

Then the powers of Set the egyptian god of chaos and darkness will be released upon them.

OK boys and girls, it sounds as if most of us are all on the same page.

Fix:
the charter,
City Light,
the fire department.

Replace:
the city administrator,
The city planner,
the fire chief.

So now if we can get all of you to show up at the next few council meetings and let them know we are serious, perhaps we can get started.

Regarding Brad's insert in the Locks Tender posted on a local blog? Whatever! Not even Kipling can help this clown, you cant put the genie back in the bottle now, Brad. You'll never fool enough of us again.

I've got some news for you - you're "tools" have always been dull! Bernard is not a "king"! You "gave life" to nothing except manipulation, ignorance and betrayal. You will never need to worry about "looking too good". You worry about "keeping your head" and we will worry about keeping our town.

As for the hypocritical remarks about the importance of public input? Give me a break! Just look at the composition of the City's committees, all orchestrated to reflect one veiw. We had an election and the citizens clearly spoke, yet this yo-yo openly tried again and again to undermine the clear intent of this community.

Brad is a has been, big shot in a small, has been vocal group. He began his illustrious, has been political career by maneuvering himself to a position on the planning commission before a lame duck council was retired. Never say that Brad does not reward his friends! He later appointed one of the recalled lame ducks to the planning commission (sippy cup and all) the rest is history. The new faces are old news get over yourself Brad everybody else has!

WhosCity?OurCity!!! said...

Well it appears this has turned into a free for all.

Going through all this this morning, I can only come to one conclusion.
The mood of this town is very bleak.

Now I do not have time today to answer all these comments right now.
But I see that there is a lot of anger in the air.

So I am going to comment on 1 issue here, being our fire department.

Now I am pulled in two directions on this issue.

In the one direction, I see all the money being spent that this City does not have.

In the other direction, I had a house burn to the ground in this very City.

Now I am not saying that the fire department started the fire, as a 3 year old with a bar-b-que lighter did.

But our fire department had problems back then.
Those problems took what might have been savable, to my loosing everything in life.

You see, to begin with on that gloomy day of my life, when the fire department was called, the alarm would not go off.

According to the old owner of the Chevron and the Fire Investigator, the alarm was unhooked and it took the old owner of the Chevron to figure it out.

Then when the fire department arrived on scene and hooked to the fire hydrant, there was so much rust in the lines that it plugged up the screens of the pump.
I think you get the message.

So when much needed changes to our fire department started occurring I was relieved.

We were in bad shape back then.
Not the volunteers, but general housekeeping which none of them for whatever reasons did.

To be honest Jeff has made some very significant changes to protect each and every one of us.

But have these changes gone overboard?
I do not know but I know that I want better protection for everyone than I got.

Yet I myself know one of the families which this happened to recently and I am concerned.
Luckily it turned out better for them than it did for me.

But being in more than one situation such as these, I also realize that time stands still when it is happening to you.

That is why I believe that the call logs and all reports, from these incidents should be pulled, witnesses called to testify and our new council, should hold a public hearing and make a ruling on them.

That way if we have a problem, then it can be identified and an action taken, to prevent it from happening again.

We need to address it as soon as possible from some of these comments about this.
Sweeping it under the carpet can only hurt that department and the City.

As soon as I get a few things I need to do I will address another issue I have from what I have read here.

"Kipling’s poem may hold a positive message for both sides..."

What a revealing little statement.

When did you pick sides Brad, and whose side were you on?
You must have been on the good side, fighting bravely against the evil forces on the bad side, but I though the mayor represented all the people regardless of sides.

I guess I understand you behavior a little better now. When you used the mayors office to take shots at those who had annoyed you in the past, you're just standing up for your side.

If we had know there were sides Brad, we could have followed your example and started whining about how you were going to screw up everything everyone before you had worked for, before you even were sworn into office.

If using the Locks Tender and a Kipling poem to hint at your greatness makes you feel better, so be it. Go feel better Brad, just as long as you go.

Reading the comments about the fire and a small child having a seizure. As a person who does not have an opertunity to hear everything, can someone tell me what happened? Here is what I gather.
1. A house fire was reported. calls went out and the CLFD did not get on scene until 25 minutes after the call went out. They would have been beat to the scene by Stevenson FD had Stevenson not followed them to the wrong location. HR Fire showed up about two minutes later.

2. A call went in for a child having a seizure and there was no response from CL? Someone please clearify for us what the hell went on in these two incidents. PS. That whooshing sound you hear is Bernard riding out of town on his bicycle. Best thing he has done since he got here. Maybe he is moving to Stevenson, Everybody loves Stevenson.

These are not the only incidents that have taken place that involved, not only slow response times, but unprofessional (rude might be more appropriate) behavior towards locals on the part of our fire chief.

One local couple had their fire out and were in the process of puting in fans to remove smoke and odor from their property when JP arrived on the scene. He ordered the owners away from the scene and when they still attempted to bring in their fans, JP called the sheriff to report the wife as a belligerent homeowner.

Sorry, that is unacceptable behavior.

Once upon a time the city had a scrap yard in the middle of a industrial zone.

Bernard said,"Someone may steal from it at night." So he created a night watchman position and hired a person for the job.

Then Bernard said,"How does the watchman do his job without instruction?" So he created a planning department and hired two people, one person to write the instructions, and one person to do time studies.

Then Berbard said,"How will we know the night watchman is doing the tasks correctly?" So he created a Quality Control department and hired two people. One to do the studies and one to write the reports.

Then Bernard said,"How are these people going to get paid?" So he created the following positions, a time keeper, and a payroll officer, then hired two people.

Then Bernard said,"Who will be accountable for all of these people?" So he created an administrative section and hired three people, an Administrative Officer, Assistant Administrative Officer, and a Legal Secretary.

Then Bernard said,"We have had this command in operation for one year and we are $18,000 over budget, we must cutback overall cost." So he laid off the night watchman.

A Story of Creation

In the beginning, God created heaven and earth.

Shortly thereafter God was in receipt of a notice to show cause why he shouldn't be cited for failure to file an environmental impact statement. He was granted a temporary planning permit for the project, but was stymied by a Cease and Desist Order for the earthly part.

At the hearing, God was asked why he began his earthly project in the first place. He replied that he just liked to be creative.

Then God said, "Let there be light."

Officials immediately demanded to know how the light would be made. Would it require strip mining? What about thermal pollution?

God explained that the light would come from a huge ball of fire, and provisional approval was granted with the proviso that no smoke would result.

The authorities demanded the issuance of a building permit, and (to conserve energy) required that the light be left off half the time. God agreed, saying he would call the light "Day" and the darkness "Night." Officials replied that they were only interested in protecting the environment, not in semantics.

God said, "Let the earth bring forth green herb and such as many seed."

The EPA agreed, so long as only native seed was used.

Then God said, "Let waters bring forth creeping creatures having life; and the fowl that may fly over the earth."

Officials pointed out this would require approval from the Department of Game coordinated with the Heavenly Wildlife Federation and the Audubongelic Society.

Everything went along smoothly until God declared that he intended to complete the project in six days.

Officials informed God it would take at least 200 days to review his many waiver applications and environmental impact statements. After that there would have to be a public hearing, and then there would be a 10-12 month probationary period before....

At this point, God created Hell.

Ok as Gary pointed out we have some concerns, but what are we going to do about it?

Sit back and just moan and groan about it or do something about it?

Now with the statistics on this post alone. There have been;

105 hits on Internet Explorer.
99 hits on Firefox.
98 hits on Chrome.
20 hits on Safari.
1 on Opera and;
1 on I Phone.

That is 324 hits from Friday afternoon until early Monday morning.

Of those 324 hits this does not include 15 which were multiple page views.

The I Phone visited the most as this person gets notified the second a new comment is posted.

But there were 7 visitors whom were very frequent in monitoring this blog.

My point is these are some very big numbers for such a little City.

And with these kind of numbers, that citizens is called power in numbers.

These numbers are bigger than the election drew.

These are game changing numbers.

But to make change we need to get involved and Gary is right.

We need to make our voices be heard to the City.

But not everyone can sit in that cramped up Council Chambers.

As those chambers are not suitable for the elderly and disabled, I know for a fact myself.

To those I say you can get involved yourselves.

Do as I do and draft your concerns to each Council member, in an email.

That will make it a part of the record.

You can also send it to the City Recorder and ask that it be placed in the Council Packet.

Although in my case that is hard, as my concerns do not arise, until the release of the Council Packets.

So whether you are for the change or against it, it is time for you to make your stand.

Cuz a change is a coming.

More details to come after the seating of the new council.

My concern came from one particular comment.
It was directly pointed at Brad and I will quote. "keeping your head" "and we will worry about keeping our town."

That was a direct threat and I must say something about that.

As far as the rest that's politics.

And in politics they are fair game the minute they take that oath or that job.

That was my only concern.

Maybe I needed to point that out and for not doing so I am bad.

I was just trying to protect not only myself but others.

That's all.

Just someone let me know when the f**k a citizen gets to talk in this town again - next year? Arnie played whiny little butt boy and got up to read a letter that he sent to the HR News (probably won't be printed with all the nasties he put in it). Before he began reading he looked at the camera and remarked it wasn't working, oh well. He insulted Pruit, Cramblett and Benson plus the new Mayor and Don Haight and the piece de resistance - threatening an uprising if they have the nerve to fire his precious city administrator. (I was gravely tempted to announce to Arnie that it didn't matter, Bernard is putting in applications to leave us anyway and that would at least save us the $$$ it would cost to fire him.) The Mayor sat there smiling and attempting but failing to look concerned. Kevin Benson (attending by phone) attempted to have Arnie detail his rumor-mongering but Brad pointed out it was Arnie's 1st amendment right (Okay, he remembered that much - for his faction) and IMO, Kevin just gave up, but Tiffany rebutted, quite nicely, most of what Arnie vomited about them. But then Gyda got mad, got up and scolded Brad - nailed him for over 5 minutes, as it happens. I politely raised my hand after to go up and beseech folks to lay down their swords and not keep doing the us vs. them crap that continues to divide this community. But, nooooo, Brad has his back up again and his temper barely in check and decides that instead of waiting to hear what I want to say, pre-judging as it were, he refuses to let me speak. You see, I don't agree that we should get rid of Bernard, I would counsel waiting and see how he works with a strong, self-confident Mayor who has more on his agenda than just bringing the Casino and putting his gallery in the news every chance he gets, even to the detriment of town. What is it with this self-important asshole that he cannot take criticism and places someone automatically in the anti-camp just because they don't agree with him. I do not always agree with people, I think for myself. I thought Gyda was wrong to do that, yet while understanding perfectly her urge, but after my first amendment rights were stomped on again by Brad, he can leave anytime he wants. Last time I try to defuse a situation around him. Let the bullsh*t hit the fan for all I care.

BTW only 6 people attended, 2 of them members-elect. Nice attendance folks, If we don't care now, then when?
